US Introduces New Diversity Visa Rules, Valid Passport Now Mandatory

The U.S. State Department has introduced final regulations for the Diversity Visa program, commonly known as the Green Card lottery. These changes bring back protocols that were established during the early Trump administration.

Effective from last month, all applicants must possess a valid and unexpired passport from their country of origin to participate in the lottery. The formal implementation of these new rules is set to take place within a month.

Requirements for the Diversity Visa Application

Under the revised criteria, every applicant must supply information from a current, unexpired passport. Additionally, applicants are required to upload JPEG scans of both the biographic and signature pages of their passports when filling out the electronic entry form, also known as DS-5501. This new requirement is aimed at reducing fraudulent activities associated with the program.

Understanding the Diversity Visa Program

The Diversity Visa program offers approximately 55,000 individuals the opportunity to become Green Card holders in the United States. This lottery operates on a random computerized selection process and is distinct from other Green Card categories. The program is specifically designed for individuals from countries with comparatively low representation in the U.S. As such, nationals from India, Pakistan, Bangladesh, China, Mexico, the Philippines, Brazil, Nigeria, and South Korea are ineligible to apply.

Measures to Combat Fraudulent Activities

According to the State Department, the newly established rules serve to mitigate instances of fraud within the Diversity Visa program. By requiring a valid passport number, individuals from non-eligible countries will be less likely to deceive the system regarding their nationality. .

Past figures revealed significant fraudulent entries, with the department identifying 2.5 million such applications in the 2025 lottery. Criminal organizations have been known to exploit the lottery by submitting fraudulent entries using the names of unsuspecting individuals.

Scams Surrounding the Diversity Visa Program

There have been widespread scams involving the Green Card lottery, where third-party agents contact potential applicants with promises of a chance to apply for U.S. residency in exchange for substantial fees or participation in illicit activities. This has raised concerns about the integrity of the application process. To address these issues, the State Department is firm in its new requirements aimed at safeguarding the program against such criminal endeavors.

Passport Costs for Eligible Applicants

Research conducted by the Visa Office of the Department’s Bureau of Consular Affairs has indicated that the average cost of obtaining a passport in nations eligible for the Diversity Visa program is approximately $74.43. This expense is now deemed necessary for individuals seeking an opportunity to apply for the Green Card lottery, contributing to the national security objectives of the United States.
