The Uttar Pradesh government has initiated a new measure to enhance the oversight of significant infrastructure projects, following recent concerns regarding technical defects and construction quality. This step involves a mandated assessment of all projects with costs surpassing Rs 100 crore through independent audits conducted by prestigious technical institutions, particularly the Indian Institutes of Technology (IITs).

This system aims to scrutinise various public utility projects, including roads, bridges, sewerage, and water supply systems across the state. Such rigorous assessments are expected to bolster accountability and ensure adherence to quality standards.

Specific Roles Assigned to Various IITs

IIT-BHU, Varanasi, will take responsibility for auditing projects in the Basti, Gorakhpur, Azamgarh, Varanasi, and Mirzapur divisions. Meanwhile, IIT Roorkee has been assigned to oversee projects in the Saharanpur, Moradabad, Bareilly, Meerut, and Aligarh divisions. This allocation ensures that each area receives specialised attention according to its unique infrastructural needs.

This initiative, spearheaded by the Planning Department, seeks to enforce adherence to prescribed construction, technical, and safety standards across significant government projects. The audits will cover various stages of project development, from initial construction phases to final completion.

Objectives of Third-Party Quality Audits

The implementation of third-party quality audits is designed to promote transparency and diminish potential conflicts of interest in project management. An independent agency will conduct these assessments, thoroughly examining each project’s design, construction process, materials used, and compliance with prescribed standards.

Teams from the IITs will provide oversight at various stages of construction, enabling them to identify any discrepancies early in the process. Detailed reports will be compiled following each inspection, incorporating recommendations for corrective measures when necessary. This documentation is expected to enhance the integrity of public expenditure related to infrastructure projects in Uttar Pradesh.

This recent initiative is a direct response to prior incidents that have heightened scrutiny of construction practices within the state. Notably, a segment of the Greenfield National Elevated Expressway in Unnao collapsed just twelve days following its inauguration, which has raised alarming questions surrounding construction quality.

The Uttar Pradesh government’s decision to employ IITs for project audits reflects its commitment to improving accountability and ensuring that major public infrastructure ventures meet established quality and safety benchmarks. This move aims to enhance the overall effectiveness and sustainability of government-funded projects, thereby benefiting the citizens of Uttar Pradesh.
