Maharashtra Authorities Bust Fake Medical Certification Network

Authorities in Maharashtra have apprehended three individuals involved in an alleged interstate scheme centred around the production of fraudulent Foreign Medical Graduate Examination (FMGE) scorecards and related documents. This operation targeted foreign-trained medical graduates seeking to obtain registration to practise medicine in India. The investigation was initiated following a report from the Maharashtra Medical Council (MMC) that identified discrepancies in medical registration certificates for certain graduates.

The MMC discovered that several individuals who had not passed the crucial FMGE Screening Test were nevertheless holding valid medical registration certificates. In response to this observation, the MMC lodged a complaint, leading to the filing of a First Information Report (FIR) with the Nodal Cyber Police Station in Mumbai.

The FIR was registered as No 722026 and encompasses offences under the Bharatiya Nyaya Sanhita (BNS) of 2023, along with provisions of the Information Technology Act of 2000. This case sheds light on the serious issue of document forgery within the medical sector.

Discovery of the Fraudulent Operation

The scrutiny of registration applications revealed that foreign medical graduates, specifically those who obtained Bachelor of Medicine and Bachelor of Surgery (MBBS) degrees from abroad, were notably involved. According to regulations, these graduates must clear the FMGE Screening Test conducted by the National Board of Examinations in Medical Sciences (NBEMS) to secure registration to practise in India.

Inconsistencies noted by the MMC led the council to refer the matter to Maharashtra Cyber, igniting an in-depth investigation. Technical assessments, analysis of digital records, and examination of relevant system logs played a crucial role in pinpointing individuals allegedly connected to the fraudulent activities.

The findings revealed that the first two suspects, Varun Prataprao Akhade, aged 28, and Sanket Prabhakar Unhale, aged 26, both from Buldhana district, had reportedly acquired medical registration certificates despite failing the mandatory examination. Further investigations uncovered links to a third individual, Rahul Gopal Patil, aged 35, from Nashik district, who is thought to be a primary participant in the interstate network.

Further Investigation and Legal Implications

According to the ongoing inquiry, Patil is accused of creating and aiding the distribution of counterfeit examination scorecards and certification documents for approximately 15 to 20 individuals in return for financial remuneration. He has been arrested, and authorities are currently interrogating him to unearth further details regarding the broader network implicated in this forgery.

The Maharashtra Cyber team is diligently examining financial transactions, digital devices, and communication records as they seek to uncover additional accomplices who may have participated in the fraudulent scheme. The inquiry aims to determine the full scale and mechanisms of the operation.

Maharashtra Cyber has issued a warning to foreign medical graduates and other potential applicants regarding the risks connected with using intermediaries who offer shortcuts for registration or examinations through falsified documents. The agency encourages applicants to adhere strictly to all necessary legal protocols, emphasising that the submission of fraudulent documentation or misuse of digital platforms can result in severe legal repercussions.

The agency reaffirmed its commitment to combatting cyber-enabled fraud and document forgery, asserting that it will take firm action against attempts to bypass established regulatory requirements through digital means.
