Mahanadi Water Dispute Resolution Approaches Completion Within Three Months

The Odisha Chief Minister, Mohan Charan Majhi, has stated that the formation of “double-engine” governments in both Odisha and Chhattisgarh is positively influencing the resolution of the Mahanadi water dispute. During a recent meeting at the Ministry of Home Affairs in New Delhi, chaired by Union Home Minister Amit Shah, Majhi expressed optimism that a final resolution could be reached within three months. The meeting was attended by key officials, including Union Jal Shakti Minister CR Patil and Chhattisgarh Chief Minister Vishnu Deo Sai.

Majhi emphasised the constructive dialogue that took place during this important meeting. He noted that since both states have adopted similar governance structures, the negotiation process on the Mahanadi issue has gained momentum. He highlighted that alongside ongoing legal processes, the exploration of administrative and political resolution avenues has broadened.

Stressing the importance of the Mahanadi River for Odisha, Majhi reiterated the commitment to ensuring an adequate water supply for the state. He characterised the Mahanadi as the “lifeline” of Odisha and insisted that securing this resource remains a top priority. According to Majhi, the current discussions are gradually paving the way toward a solution that will benefit both states involved.

Chhattisgarh’s Perspective on the Mahanadi Dispute

Chhattisgarh Chief Minister Vishnu Deo Sai provided insights into his state’s viewpoint during the meeting. He referred to the Mahanadi as a river that serves to unite rather than divide the two states. Sai proposed a “win-win” approach grounded in fairness, scientific assessment, transparency, and sustainability, aiming to protect the interests of farmers, citizens, and future generations across both states.

Moreover, Sai explained that given the Mahanadi originates in Chhattisgarh and that a substantial portion of its catchment area lies within his state, consideration for Chhattisgarh’s agricultural needs and irrigation requirements is essential in any agreement. He reassured that Chhattisgarh remains committed to taking Odisha’s interests into account, particularly concerning the functioning of the Hirakud Dam, which is crucial for Odisha’s water supply.

Sai appreciated Union Home Minister Amit Shah’s initiative in addressing this long-standing dispute, invoking historical references to Sardar Vallabhbhai Patel’s efforts in fostering national integration following Independence. He advocated that a similar spirit of cooperation is necessary to resolve inter-state conflicts through dialogue and consensus.

Joint Efforts Towards Timely Resolution

Majhi further acknowledged the collaborative efforts of both state governments in resolving the dispute. He highlighted that with the guidance of Prime Minister Narendra Modi, not only are development projects advancing, but also solutions to inter-state issues are being actively pursued. This dual focus aims to promote rapid progress while addressing underlying disputes.

The Odisha Chief Minister reaffirmed confidence in the ongoing partnership between the two states in resolving the Mahanadi water conflict. He stated that the full cooperation between Chhattisgarh and Odisha governments was crucial in achieving a timely resolution and expressed assurance that an outcome would be realised within the outlined three-month period.

Majhi concluded by thanking Home Minister Amit Shah for his proactive role in facilitating discussions about the Mahanadi water issue, reflecting an optimistic sentiment about the potential for mutual agreement. Both leaders’ commitment to resolving the conflict underscores the significance of collaborative governance in addressing resource-sharing challenges between states.
