The recent inspection in Karnataka revealed that one in four inspected LPG cylinders did not meet the declared gas quantity. Conducted on September 24 as part of Mission Nikhara, a consumer protection initiative led by the state’s Food, Civil Supplies and Consumer Affairs Minister Rizwan Arshad, the inspection aimed to ensure accurate measurements in the distribution of LPG. The Legal Metrology Department undertook the examination of bottling units, weighing a total of 1,530 filled cylinders across the region.

During this thorough assessment, it was found that 382 cylinders—accounting for 25 per cent of those checked—contained less gas than what was stated on their labels. These cylinders, however, remained within the permissible error limits established by regulatory authorities. In contrast, 205 cylinders—representing 13.4 per cent—were found to contain the exact declared quantity. Notably, 943 cylinders, or 61.6 per cent, exceeded the declared amount, indicating some inconsistencies in filling practices at various companies.

The department reported that three cases were registered during the inspection process, leading to fines totalling Rs 79,000. This exercise included a review of 17 operational bottling units, which comprised four each from BPCL, HPCL, and IOCL, two facilities from TotalEnergies, and three private bottling units. It was noted that one of the private units identified was non-functional at the time of the audit.

Consumer Rights and Responsibilities

Minister Arshad emphasised the rights of consumers to receive the precise quantities of LPG as mandated by consumer protection standards. As part of these rights, he urged consumers to take proactive measures by having their LPG cylinders weighed upon delivery. Under prevailing government regulations, LPG marketing companies, as well as their distributors, are obliged to equip delivery personnel with appropriate weighing instruments.

Consumers are entitled to request that the weight of the cylinder is confirmed before they accept the delivery. This step helps ensure transparency in the transaction and reinforces consumer entitlements. Additionally, individuals who suspect that they have received an incorrect quantity of gas are encouraged to utilise the Legal Metrology Department’s helpline, available at 1800 599 1100, to report their concerns.

This hotline serves as a critical resource for addressing potential discrepancies in LPG deliveries. The Legal Metrology Department’s initiatives reflect a commitment to safeguarding consumer interests while ensuring that measurement standards are consistently upheld. By bringing attention to these issues, the government aims to provide a fair trade environment in the LPG sector.
