UP Govt Sets 2047 Vision to Uplift 52% OBC Population with Massive Welfare Push

In a bold push to transform Uttar Pradesh into a “Viksit UP” (Developed UP) by 2047, Chief Minister Yogi Adityanath has rolled out a comprehensive plan focused on the upliftment of the Other Backward Classes (OBC), who make up over 52% of the state’s population. The plan emphasizes quality education, employment opportunities, digital empowerment, and social welfare programs to integrate OBCs into the mainstream and propel UP towards a $6-trillion economy.

Massive Investment in Education and Scholarships

The Pichda Varg Kalyan Department has set an ambitious target of providing scholarships and fee reimbursements worth ₹80,000 crore to over 7 crore OBC students by 2047. In 2024–25 alone, 32.22 lakh OBC students received financial aid. This builds on the momentum from the past eight years, during which ₹13,535.33 crore was distributed nearly four times the ₹4,197 crore spent under the previous administration.

The government is significantly expanding the Shadi Anudan Yojana, which offers marriage grants to economically weaker OBC families. Having already supported 6.1 lakh daughters with ₹1,221 crore over the past eight years, the state now plans to assist 24 lakh girls by 2047 with ₹14,400 crore. The per-beneficiary amount is also set to triple—from ₹20,000 to ₹60,000.

Digital Skills and Employment Opportunities for OBC Youth

The government is also prioritizing digital literacy and job readiness among rural OBC youth. Through the CCC and O-Level computer training programs, 1.4 lakh youth have already gained employable skills. By 2047, the government aims to train 11 lakh youth with a budget of ₹3,850 crore, thereby integrating them into both public and private sector jobs and boosting digital self-reliance.

Recognizing the importance of accommodation in educational continuity, the state is expanding hostel facilities for OBC students. Plans are in place to construct and maintain hostels in every district, ensuring rural students have access to conducive learning environments. This will play a vital role in bridging educational gaps across UP’s villages.

Chief Minister Yogi Adityanath’s vision integrates education, sanitation, infrastructure, and digital empowerment to ensure a well-rounded approach to OBC development. Minister of State for Backward Class Welfare & Divyang Empowerment, Narendra Kashyap, emphasized that the participation of OBCs in rural areas is crucial for achieving a $6-trillion economy. These initiatives aim to bring OBCs into the mainstream and make Uttar Pradesh a leader in India’s growth story.
