The CSR Journal Magazine

Uttar Pradesh is working in mission mode to empower divyangjans (person with a disability) and make them self-reliant. Advancing the vision of a ‘Sugamya Bharat’ (Accessible India), the state government has launched several initiatives to promote inclusivity across digital, educational, physical, and administrative infrastructure.

44 govt websites redesigned as divyang-friendly

In a significant move, the IT and Electronics Department has been directed to make all government websites accessible for divyangjans, 44 official sites have already been redesigned to meet accessibility standards.

CM Yogis’ emphasis is on the creation of an inclusive society where every citizen receives equal opportunities and respect regardless of physical challenges. In the recently concluded sixth meeting of the Uttar Pradesh State Advisory Board, the Basic Education Department was instructed to expedite the recruitment of special educators to provide quality education to children with disabilities.

Special educators recruitment underway

The government has also mandated a detailed survey of divyang children during the school-merging process to ensure alternative arrangements for their easy access to education. Additionally, ramps have been constructed in primary schools, making campuses wheelchair-friendly and improving mobility for children with functional needs.

The Secondary and Higher Education Department has been directed to provide free admissions and necessary academic facilities to students with disabilities as per reservation norms. The government has also directed all universities in the state to become divyang-friendly, using Dr. Shakuntala Mishra Rehabilitation University in Lucknow and Jagadguru Shri Ram Bhadracharya Divyang University in Chitrakoot as model institutions for inclusive infrastructure and practices.

271 of 278 urban govt buildings made accessible

Under urban planning, 271 out of 278 government buildings have already been made accessible for divyangajns, with ramps, Braille signboards, and special toilets. The remaining seven buildings will also be made accessible soon.

The Yogi government is also focusing on children with functional needs. At 18 daycare centers, children aged 3 to 7 with visual, hearing, or intellectual disabilities are receiving early education. Additionally, 1,403 students are studying in 16 special schools, while 171 children are enrolled in five integrated special schools.

4% reservation in government jobs

The state has effectively implemented the 4% reservation in government jobs under the Rights of Persons with Disabilities Act, 2016. This ensures equal opportunities and fair promotion policies for Divyangjans in public services.
