In a bid to transform Uttar Pradesh into a Viksit (developed) state by 2047, the Yogi Adityanath government has unveiled a comprehensive action plan rooted in three missions, three themes, and 12 focus sectors. The initiative not only prioritizes economic development but also emphasizes social progress, cultural advancement, and enhanced security as integral components of the overall vision.
Security and Good Governance
At the heart of this roadmap lies the ‘Security and Good Governance’ sector, which the state government regards as the most critical pillar. A fear-free, safe, and transparent administrative system is seen as essential to driving economic prosperity. Departments including the Home, Home Guard, Language, and General Administration are actively executing this vision.
Technology Goals for 2030 and 2047
By 2030, the state aims to have modern command and control centers in every district, district-level development and master plans, and high-speed broadband access for every household and institution.
Looking ahead to 2047, the government’s goals include reaching global standards in road safety, achieving the ‘Zero Accident Vision’, and establishing a fully transparent and accountable governance system.
Smart Governance and Zero Tolerance
In this sector, the government is pushing forward with the principles of Smart Governance, Smart Policing, and Zero Tolerance. The strategy focuses on several core areas: real-time monitoring dashboards, outcome-based budgeting, road safety enforcement, ease of doing business, strict action on crime and corruption, and police modernization.

Foundation for a Secure State
From 2017 to 2025, the Yogi government has implemented several landmark measures to enhance security and governance:

2.19 lakh new police personnel recruited; 1.53 lakh promoted.

243 criminals neutralized in encounters, 21,023 wanted criminals arrested, and 83,144 booked under the Gangster Act.

Under the Safe City Project, 47,422 CCTV cameras were installed, part of a state-wide network of over 12.42 lakh cameras.
