US Air Force Sergeant, Partner Charged in $3 Million Embezzlement Scheme

A United States Air Force staff sergeant and his husband are facing serious allegations of embezzling more than $3 million from the federal government to finance a lavish lifestyle that included expensive vehicles and a luxury estate in Arizona. Staff Sergeant Richard Stefon Ramroop, aged 35, and 32-year-old Manuel George Madrid have been indicted on multiple charges related to this extensive fraud scheme, which supposedly took place between January 2022 and December 2025. The charges were announced by the US Department of Justice.

Details of the Alleged Scheme

Prosecutors contend that Ramroop manipulated his position as a pharmacist at Davis-Monthan Air Force Base in Tucson to place orders for thousands of medical devices using taxpayer funds. After acquiring these medical supplies, the couple allegedly resold them and pocketed the earnings. According to authorities, this fraudulent operation resulted in a loss to the Department of War exceeding $3 million.

Financial Transactions Under Scrutiny

Investigators revealed that bank accounts associated with Ramroop and Madrid received over $11 million through wire transfers, Automated Clearing House deposits, and various credits from businesses that purchased the devices. This significant flow of money reportedly financed their high-priced lifestyle, which included the purchase of a substantial property in the Tucson Mountains neighborhood. In January 2024, the couple acquired the 5,622 square-foot home for $1.1 million, situated on nearly five acres and featuring luxurious amenities such as four bedrooms, 4.5 bathrooms, and a five-car garage. Madrid became the sole owner of the property in May 2025, selling it for the same amount shortly thereafter.

Luxury Vehicles Acquired Through Alleged Theft

In addition to the property, the couple invested in several high-end vehicles. Notable purchases include a 2024 Porsche Cayenne valued at $141,443.34 and a BMW i7 priced at $195,397.59. Other luxury vehicles cited in legal documents include a 2025 Ford F-150 Raptor, a 2025 Mini Cooper S Convertible, a 2025 Jeep Wrangler Rubicon, a 2026 BMW X7 Alpina XB7, and a 2026 Cadillac Escalade Sport Platinum. Upon executing a search warrant on January 15, authorities confiscated these vehicles along with other assets.

Legal Consequences for the Defendants

Following the execution of the search, Ramroop was apprehended shortly after, while Madrid faced charges on January 22. Should both be found guilty, they could each face substantial prison sentences: up to five years for conspiracy to commit theft of government property, as much as 20 years for wire fraud, and up to a decade for money laundering. The situation has drawn comments from officials highlighting the severity of the allegations and the broader implications for public trust and resources.

Government Statements on the Allegations

US Attorney for Arizona Timothy Courchaine remarked on the case, stating that the defendants allegedly misappropriated millions of taxpayer dollars, diverting essential resources from their intended use. Additionally, AFOSI Special Agent Richard Kautz emphasized that such significant fraud not only results in financial loss but also undermines public faith and jeopardizes national security. Both law enforcement and justice officials are treating these allegations with the utmost seriousness, reaffirming the need for accountability in public service.
