PM Modi to Distribute Land Deeds to Tea Workers in Assam

In a significant move for tea workers in Assam, Prime Minister Narendra Modi is set to launch the distribution of land deeds on March 13. This initiative aims to provide legal ownership of land to thousands of workers who have resided and laboured in tea plantations for nearly 200 years. Originally brought to Assam by British planters from the Chotanagpur division of Bihar and Bengal, these workers have long been without formal land rights.

Beneficiaries and Impact

Around 350,000 families across 825 tea estates are expected to benefit from this initiative. The distribution of land deeds is intended to formalize the land rights of generations who have lived in labor lines, which previously lacked individual homestead claims. Assam’s Chief Minister, Himanta Biswa Sarma, indicated that the Prime Minister will personally hand over the first land deed to a selected worker, after which the distribution will proceed statewide.

Demographics and Political Importance

The tea tribes and Adivasi communities, representing approximately 20% of Assam’s population, hold considerable influence over nearly 35 of the 126 assembly constituencies in the state. The legal recognition of their land rights is poised to empower these communities further, especially in the context of local and state elections.

Regulatory Framework Changes

The Assam Assembly amended the Assam Fixation of Ceiling on Landholdings Act in November 2025, facilitating the transfer of land rights from plantations to the tea workers. This legislative change underscores the government’s commitment to improving the living conditions and rights of this historically marginalized population.
