MIB Issues Advisory to TV Channels to Avoid Anti-National Content

The CSR Journal Magazine

The Ministry of Information and Broadcasting (MIB) has issued a directive to satellite television channels, urging them to refrain from broadcasting content that could be deemed anti-national. This advisory, released on Wednesday, highlights the need for caution when covering sensitive topics such as anti-terror operations and violent incidents.

The ministry has specifically requested that channels avoid live coverage of anti-terror operations to prevent the dissemination of potentially harmful information. In its advisory, the MIB emphasised the importance of adhering to the Programme Code outlined in the Cable Television Networks (Regulation) Act, 1995, and the Cable Television Networks Rules, 1994.

The ministry noted that there have been observed instances of non-compliance by various private satellite television channels regarding these regulations. This has raised concerns about the impact of such broadcasts on public perception and national security. The advisory further pointed out that similar content has been aired across multiple channels, particularly during discussions held by the Inter-Departmental Committee (IDC).

As a result, the IDC has recommended that all private satellite television channels strictly follow the statutory provisions that govern content broadcast. The ministry also stressed that inappropriate behaviour or language should not be normalised in televised content.

Focus on Communal Harmony

The guidelines issued by the MIB extend to various areas, including the reporting of crimes, natural disasters, and the protection of victims’ identities, particularly in cases of sexual assault. The ministry has called on broadcasters to ensure that their programmes, including live debates and panel discussions, do not promote communal or anti-national sentiments. This is part of a broader effort to maintain communal harmony and responsible reporting in the media landscape.

In addition, the MIB has advised broadcasters to exercise caution when using artificial intelligence tools in their programmes. The ministry has stated that while AI can be employed for graphics and virtual news presentations, its use should be limited to an assistive capacity. This is to ensure that the accuracy, authenticity, and sensitivity of news content are not compromised.

Broadcasters are also encouraged to enhance their editorial and content-review mechanisms. Regular training and sensitisation of personnel involved in news gathering, editing, production, transmission, and telecasting are recommended to uphold the standards set by the ministry. This proactive approach aims to foster a culture of responsibility within the broadcasting sector.

Consequences of Non-Compliance

The MIB has made it clear that any violations of the guidelines outlined in the advisory may lead to action under the Cable Television Networks (Regulation) Act, 1995. This underscores the seriousness with which the ministry views compliance with these regulations. The advisory serves as a reminder to broadcasters about their role in shaping public discourse and maintaining national integrity.

By reinforcing these guidelines, the MIB aims to ensure that television programming remains responsible and does not contribute to societal discord. The ministry’s efforts reflect a commitment to uphold the principles of journalism while safeguarding the interests of the nation. The broadcasting community is expected to respond positively to these guidelines, recognising their importance in the current media environment.

As the media landscape continues to evolve, the MIB’s advisory highlights the need for vigilance and ethical responsibility among broadcasters. The ministry’s call for adherence to established norms is intended to foster a media environment that prioritises accuracy, sensitivity, and communal harmony.
