National Security Advisor Ajit Doval is currently in Beijing for the 25th round of Special Representatives’ talks regarding the India-China boundary dispute. This meeting is significant given the ongoing tensions along the Arunachal Pradesh frontier, particularly due to increased Chinese military activities in the region.

During this meeting, which takes place on a crucial stage for bilateral relations, Doval will engage with Chinese Foreign Minister Wang Yi to discuss various topics. These will include the boundary question, the state of bilateral ties, and relevant regional and international developments. Both nations aim to stabilise their relationship following the longstanding military standoff in eastern Ladakh that began after the 2020 Galwan Valley clash.

Doval’s two-day visit to China is at the invitation of Wang and includes a scheduled meeting with Chinese Vice President Han Zheng. The External Affairs Ministry has underscored the importance of this dialogue, especially ahead of the forthcoming BRICS summit to be held in New Delhi.

Importance of Timing Amidst Ongoing Arunachal Concerns

The current talks are particularly relevant given heightened concerns regarding Chinese military manoeuvring in Arunachal Pradesh. China claims this Indian state, referring to it as “Zangnan” or southern Tibet, a claim that India firmly rejects, asserting that Arunachal Pradesh is a vital and inseparable part of its territory.

Reports indicate a resurgence of Chinese military presence and assertiveness in the Upper Subansiri region of Arunachal Pradesh, which poses challenges to efforts aimed at improving bilateral ties. External Affairs Minister S. Jaishankar reiterated that peace along the border is essential for a stable relationship, stressing that tensions since the summer of 2020 have largely stemmed from border disputes.

Despite India’s concerns, the Chinese Foreign Ministry has characterized the situation as “generally stable” and asserted that diplomatic and military channels currently facilitate ongoing communication regarding the border. Both sides have shown a commitment to maintaining tranquillity along the Line of Actual Control (LAC), a sentiment echoed by Indian officials recently.

Special Representatives Mechanism and Its Role

Established in 2003, the Special Representatives mechanism serves as the key political framework for addressing India-China boundary discussions. Unlike previous diplomatic efforts, this initiative looks into the political dimensions of a potential settlement rather than focusing solely on military concerns.

The boundary dispute spans approximately 3,488 km and encompasses three major sectors where substantial differences exist between the two countries regarding their interpretation of the LAC. Although no final resolution has been reached, this platform allows for substantive senior-level political dialogue during times of heightened tension.

Chinese Foreign Ministry representatives have described the current talks as an essential avenue for negotiations between India and China, emphasising their role in addressing mutual interests. The talks aim to facilitate in-depth discussions on the boundary issue while considering broader regional and international dynamics.

Potential Outcomes and Future Engagements

The backdrop of Doval’s visit is the ongoing efforts to smooth relations post-Galwan Valley clashes, which marked a serious downturn in diplomatic ties. The recent efforts towards disengagement have allowed for a cautious stabilisation of relations between India and China.

Additionally, the timing of these discussions is significant due to the possibility of Chinese President Xi Jinping attending the upcoming BRICS summit in New Delhi. Although no official confirmation has been received from Beijing regarding his visit, it could present an opportunity for a face-to-face meeting with Indian Prime Minister Narendra Modi.

Ultimately, the outcomes of the Doval-Wang talks may lay the groundwork for future high-level interactions by clarifying points of contention and reinforcing established agreements on maintaining peace along the LAC. These negotiations will test the effectiveness of the political and diplomatic frameworks developed over the past two decades amidst ongoing strategic competition.
