IAS Officer Rinku Singh Rahi Resigns, Cites Marginalisation, Ethical Concerns

The CSR Journal Magazine

Rinku Singh Rahi has made headlines due to his resignation as an IAS officer, marking a significant turn in the narrative of a man who was shot seven times for exposing corruption. Rahi grew up in Uttar Pradesh in a modest household, where his father operated a flour mill. He attended government schools before advancing to higher education, which set the foundation for his future in public service.

In 2008, Rahi successfully passed the Uttar Pradesh Provincial Civil Services (PCS) examination and began his career in public administration. However, his journey took a perilous turn in 2009 when he was assigned as a social welfare officer in his home state. At the age of 26, he uncovered an alleged Rs 83 crore scam linked to scholarship and welfare schemes, a move that would drastically change his life.

Following his revelation, Rahi faced immediate and life-threatening repercussions. He was attacked and shot seven times, resulting in severe facial injuries and the loss of vision in one eye. Most individuals would have chosen to step back from such dangers; however, Rahi chose to persist in his commitment to public service, ultimately clearing the UPSC exam in 2021 and joining the Indian Administrative Service (IAS) in 2022.

Controversy During His Tenure

In July 2025, Rahi was appointed as Sub-Divisional Magistrate in Shahjahanpur, where a series of events propelled him back into the public eye. Shortly after his appointment, he conducted an inspection and allegedly witnessed a clerk urinating in public. Rahi asked the clerk to perform sit-ups as a form of punishment, a decision that sparked protests from local lawyers. They emphasised the lack of adequate sanitation facilities in the area.

This incident drew significant media attention when footage of Rahi performing sit-ups himself in front of the protesting lawyers circulated online. His willingness to hold himself accountable became both a topic of admiration and division among the public. Despite the mixed reactions, this event increased his visibility in the administrative framework of the region.

However, within approximately 36 hours of this incident, Rahi was removed from his post as Sub-Divisional Magistrate and was subsequently reassigned to the Revenue Board in Lucknow. For several months, he served in this detached role, which lacked substantive responsibilities, leading to questions regarding his position within the administration.

Reasons Behind His Resignation

After months of discontent in his role, Rahi submitted his resignation in March 2026. In his resignation letter, he claimed that he had been marginalised, receiving no meaningful work while still being on the payroll. He expressed concern over being in an “attached” position, highlighting the ethical dilemmas of accepting a salary without actively serving the public.

Rahi indicated that his decision was based on moral grounds, asserting that the situation contradicted his principles. He also referred to a “parallel system” within governance that obstructs the functional capabilities of officers. Such remarks raised issues about the treatment of those who challenge the status quo within democratic institutions.

In stepping down, Rahi’s journey continues to evoke discussion regarding the challenges faced by public servants who expose corruption and strive to enforce accountability. His story exemplifies not just personal resilience but also poses significant questions about administrative ethics and the engagement of officers in their roles.
