Uttarakhand CM Dhami Reviews Development, Policing and Wildlife Plans in Haldwani

Uttarakhand Chief Minister Pushkar Singh Dhami convened a comprehensive review meeting at the FTI Auditorium in Haldwani on Saturday. The meeting focused on evaluating the law and order scenario alongside the progress of ongoing development projects within the district. During this session, Dhami emphasized the need for officials to complete government priority projects within established timelines, ensuring transparency and effective collaboration among various departments.

Focus on Human-Wildlife Conflict and Forest Fire Prevention

The Chief Minister addressed concerns related to human-wildlife conflicts, advocating for the implementation of modern technology to mitigate such incidents. He instructed the installation of trap cameras in sensitive areas, the enhancement of solar fencing, and regular monitoring efforts. Furthermore, he mandated the Forest Department to adopt effective strategies to reduce fatalities and agricultural damage caused by wildlife. To combat potential forest fires, officials were directed to establish fire lines, increase patrols in vulnerable zones, and conduct awareness campaigns among the local populace.

Emphasis on Quality of Life and Project Coordination

While assessing the development initiatives in Haldwani, Dhami urged all executing agencies to enhance coordination. He reaffirmed that these projects are intended to elevate the quality of life for residents, thereby necessitating minimal disruption to the public during construction activities. The Chief Minister also underscored the importance of accountability, specifying that negligence among officials would be unacceptable.

Law and Order and IT Hub Development Discussed

Dhami clearly stated that there would be no tolerance for laxity in law enforcement across Uttarakhand. He called on police and administrative bodies to adopt an accountable and community-focused approach. Additionally, he provided an update on plans for the establishment of an IT hub on the site of the now-defunct HMT factory in Ranibagh, a move anticipated to boost local employment and industrial activity.

Infrastructure and Wildlife Management Proposals Requested

The Chief Minister urged officials to expedite proposals for the widening and rehabilitation of irrigation canals in areas such as Bachhinagar in Haldwani. In a related discussion, MP Ajay Bhatt recommended augmenting the number of forest watchers, as well as maintaining clear roadways through forested regions. Secretary/Commissioner Deepak Rawat reported on the law enforcement landscape in the Kumaon division, along with steps taken to counter overloading and enhance administrative measures.

Local Administration Updates on Human-Wildlife Relations

District Magistrate Lalit Mohan Rayal offered insights into proactive measures against human-wildlife conflict in the Paniyali region, including routine patrols and community advisories against unnecessary forest visits. Earlier, Rs 15 lakh had been allocated to various villages in the Bhimtal constituency to provide fodder to livestock owners. An equivalent amount has been approved for distribution in Paniyali to ensure that local women and livestock owners are not compelled to enter forests for fodder collection.

Wildlife Monitoring and Administrative Support

Chief Conservator of Forests CS Joshi informed attendees that surveillance in the Paniyali area had successfully identified a tiger, rather than a leopard, with plans commencing for its capture. The meeting included participation from public representatives, senior officials from both administrative and police sectors, as well as divisional officers across diverse departments. The review is perceived as a crucial move towards enhancing law enforcement, improving wildlife management, and expediting development initiatives in the region.
