Uttar Pradesh Plans Citizen-Friendly and Self-Sustaining Municipal Councils

Chief Minister Yogi Adityanath has stressed the need to transform municipal councils in Uttar Pradesh into bodies that are not only efficient but also responsive to the needs of the common people. He said that urban local bodies must work towards becoming financially strong, technologically advanced, and more accountable to citizens, so that better facilities and improved services can reach people at the grassroots level.

The Chief Minister addressed a state-level meeting with senior officials, civic body representatives and department heads, where he underlined that the role of municipal councils is crucial in shaping the daily life of urban residents. He reiterated that the State government would continue to provide policy and financial support, but also urged that local bodies should adopt strategies that make them independently capable of managing revenue, expenditure, and planning.

Focus on Better Civic Services

The Chief Minister pointed out that municipal councils must prioritise civic needs such as clean water supply, street lighting, cleanliness, drainage management and regulation of urban growth. He said that a city’s development is directly linked to how responsive and efficient its local administration is. In his words, the rights and expectations of citizens must form the centre of everyday functioning of these bodies.

Yogi Adityanath also noted that the Smart City projects and modern technology give municipal councils an opportunity to enhance efficiency. Digital monitoring of garbage collection, transparent handling of taxpayer money, and adoption of e-governance are some of the ways that can make councils more accessible and citizen-friendly.

Officials were asked to maintain regular communication with people, create simple grievance redressal systems, and undertake public awareness campaigns, so that citizens know how their civic authorities are working and what facilities they are entitled to.

Financial Strength and Self-Reliance

An important aspect of the Chief Minister’s address was on financial empowerment of municipal bodies. He emphasised that dependency on state funds is not a long-term solution. Instead, councils should strengthen their own revenue channels. Property tax collection, better management of municipal assets such as markets and parking areas, development fees from new constructions, and partnerships with private agencies were suggested as measures to boost revenues.

He insisted that every council should prepare a clear roadmap to reduce wastage of funds and ensure effective utilisation of available resources. Transparency and accountability must be made the pillars of financial management, so that there is public trust in civic bodies. He said a self-reliant municipal council can serve people faster and plan development in a more sustainable manner.

The CM also drew attention to the importance of innovation and greater use of digital tools to cut down corruption and delays. He remarked that public participation in budget preparation and monitoring of expenditure will make the system more democratic and trustworthy.

Linking Urban Growth with Public Welfare

The Chief Minister reminded all officials that urbanisation brings challenges such as overcrowding, pollution and rising demand for basic facilities. In such a situation, municipal councils cannot merely be administrative offices; they must become engines of local welfare and development. Whether it is providing green spaces, maintaining cleanliness, or supporting small businesses, the aim must always be to improve ease of living in cities and towns.

He further said that beautification projects, heritage conservation and improved transport planning are essential to make Uttar Pradesh’s cities more attractive to investors and tourists. With the state aiming to become a leading destination for both investment and cultural tourism, the municipal bodies have a larger role to play in shaping the image of cities.

The CM stressed that people must feel pride in their urban neighbourhoods. This can happen only when councils adopt citizen-centric models where every project, whether small or big, is designed keeping public convenience in mind. The government, he assured, is ready to support such initiatives but expects accountability and dedication from urban local authorities.
