UPSC Unveils ‘Pratibha Setu’ Portal: Linking Top Talents with Employers

The Union Public Service Commission has set a new benchmark in talent outreach with the launch of ‘Pratibha Setu’, a platform bridging top aspirants and employers including the private sector. The portal, announced recently by Prime Minister Narendra Modi during his 125th ‘Mann Ki Baat’ address, aims to bridge the gap between high-performing civil services aspirants and employers—including private sector firms, central ministries, and public sector undertakings. With lakhs of candidates appearing for the nation’s toughest competitive exams each year, only a select few make it to the final merit list. ‘Pratibha Setu’ is set to offer fresh hope to those who narrowly missed out, providing them with opportunities befitting their merit and hard work.

A Portal for the Nearly-Selected

UPSC’s ‘Pratibha Setu’ stands for Professional Resource And Talent Integration – Bridge for Hiring Aspirants, and has evolved from the earlier Public Disclosure Scheme (PDS) that began in 2018. The new portal provides a secure and transparent interface where over 10,000 candidates who cleared all stages of challenging UPSC exams—but failed to secure a final recommendation—can present their credentials to potential employers. Unlike conventional recruitment portals, ‘Pratibha Setu’ maintains strict eligibility: only those who completed preliminary, main, and interview rounds for major examinations such as Civil Services, Engineering Services, or Medical Services are included. By giving consent, these candidates allow their profiles, including educational backgrounds and examination histories, to be viewed and considered by verified organisations.

The initiative is designed as a win-win for both talented candidates and recruiters. In the past, those who missed the final merit list often faced the prospect of restarting their careers from scratch—beginning new exam preparations, losing precious time and confidence. Now, with ‘Pratibha Setu’, aspirants’ hard work is given recognition beyond the traditional government roles. The portal enables ministries, PSUs, autonomous bodies, and private-sector firms to access a substantial bank of qualified, assessed candidates who have proven themselves in rigorous selection processes. Already, over a hundred organisations have registered interest, with several stating that the platform serves as a trusted source of well-evaluated human resources for roles both within and outside governmental frameworks.

How the System Works

Employers wishing to recruit from this pool must register through the official UPSC website, providing organisational credentials and contacts. Upon verification, they are granted access to the portal’s dashboard, which enables filtered searching based on the type of examination, educational qualification, and region of the candidate. Eligible candidates may voluntarily opt in during their examination applications or update their preferences if they clear all required stages. Organisations—including corporate entities—are then able to review detailed profiles, shortlist eligible individuals, and contact them directly for recruitment, making the process both efficient and inclusive. Hundreds have already secured new positions, benefiting from this forward-looking policy shift.

By broadening the career prospects of nearly-selected UPSC aspirants, ‘Pratibha Setu’ is seen as a game changer in talent utilisation across the country. Prime Minister Modi has emphasised the social and economic value of this approach, saying it prevents wastage of the extraordinary potential seen in millions of young Indians each year. Officials note that the initiative also reduces recurring uncertainty and disappointment for those who fall just short after arduous preparations. The move complements longstanding calls for more transparent and diversified pathways to public service and white-collar jobs, enabling deserving individuals to contribute to national development either within or outside the government sector.
