The University Grants Commission (UGC) has launched the application process for Higher Educational Institutions (HEIs) wishing to gain recognition for Open and Distance Learning (ODL) and online degree programmes for the academic year 2026–27. The application period will facilitate institutions aiming to participate in the January–February 2027 session.

Submission Details and Deadlines

Institutions interested in applying can complete their submissions online through the official portal at deb.ugc.ac.in starting from September 1, 2026, until September 15, 2026. Following the online application, institutions are required to send hard copies of original affidavits and necessary annexures to the Joint Secretary at the Distance Education Bureau (DEB) in New Delhi, with a deadline of September 25, 2026.

The UGC has emphasised that HEIs seeking recognition under Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and its amendments should ensure that they meet all stipulated requirements before applying. It is advised that institutions thoroughly review the guidelines to prepare their applications adequately.

Furthermore, the UGC pointed out that Category-I HEIs and those already allowed to offer online programmes have the benefit of a continuous application window throughout the year. This provision aims to facilitate greater flexibility for eligible institutions in their pursuit of recognition.

The UGC clarified that submission of an application does not equate to automatic approval or recognition. Each proposal will undergo a comprehensive evaluation process to confirm adherence to quality standards as outlined in the 2020 UGC ODL and Online Regulations.
