Three Arunachal Women Allege Racial Abuse by Neighbors in South Delhi Row

The CSR Journal Magazine

In a disturbing incident in Malviya Nagar, South Delhi, three women from Arunachal Pradesh reported being subjected to racial slurs and verbal abuse by their neighbors. This situation escalated following a disagreement over repair work in their rented flat, with a video capturing the altercation gaining significant attention on social media. The video, whose authenticity has not been confirmed, shows a female neighbor hurling derogatory remarks at the women, including references to their ethnicity and suggesting involvement in sex work.

Details of the Altercation

The incident began on February 20 at approximately 3.30 PM, when the women called an electrician for air conditioner installation on their fourth-floor apartment. Dust and debris from the work prompted their neighbors, identified as Harsh Singh and his wife Ruby Jain, to voice objections. What started as a minor disagreement quickly escalated into a heated exchange characterized by racial epithets directed at the women. Among the offensive comments made were terms like “momo” and “gutter-chaap,” emphasizing derogatory stereotypes attributed to the northeastern community.

Accusations of Intimidation and Derogatory Remarks

During the confrontation, Harsh Singh was heard making disparaging remarks while his wife claimed social superiority over the women. She stated, “You have no standards. He is the son of a customs officer… a politician’s son.” The situation was further complicated by the presence of a police officer, who attempted to mediate the conflict. The women defended themselves against accusations, asserting that claims of substance abuse made by their neighbors were unfounded and demanding a check of their living space.

Legal Action Taken by the Victims

The women subsequently filed a formal complaint at the Malviya Nagar police station, leading to the registration of a First Information Report (FIR) against the couple. The FIR includes charges under several sections of the Indian Penal Code, including sections that pertain to insulting a woman’s modesty, criminal intimidation, common intention, and promoting enmity based on race and ethnicity. Of note, one of the charges is non-bailable and cognizable, indicating the seriousness of the accusations. As of the most recent updates, no arrests have been made in connection with the case, although police investigations are ongoing.

Concerns About Safety and Housing

While no physical injuries have been reported, the complainants have voiced concerns regarding mental harassment and humiliation stemming from the incident. Additionally, the women expressed apprehension about their safety and their living situation when informed by a building broker that they would be required to vacate their flat within two months due to planned repair work. They have requested a formal apology from the neighbors, highlighting that their dignity—and that of the northeastern community—was severely compromised during the confrontation.

Police Investigation Continues

As the investigation progresses, police are looking into all aspects of the complaint and the events leading up to the incident. The situation has raised questions regarding community dynamics and the treatment of individuals from marginalized backgrounds. As authorities take the necessary steps to address the allegations, the case remains under scrutiny as it unfolds in the public eye.
