Amid controversy surrounding the ongoing Special Intensive Revision (SIR) roll in Bihar, a shocking case has come to light from Masaurhi, near Patna where a residential certificate has been issued in the name of a dog!
The certificate, generated through Bihar’s official RTPS portal, features the name ‘Dog Babu’, a photograph of a Golden Retriever dog, and lists the address as Mohalla Kaulichak, Ward No 15, Nagar Parishad Masaurhi. Surprisingly, digital signature of Murari Chauhan, the revenue officer of Masaurhi zonal office, is also present on this certificate.
This incident highlights the lack of transparency and accountability in the administrative system of Bihar.
Certificate bears father’s name ‘Kutta Babu’, and mother’s name ‘Kutiya Devi’
The name ‘Dog Babu’, father’s name ‘Kutta Babu’, and mother’s name ‘Kutiya Devi’ are written on the residence certificate issued from the RTPS portal of Masaurhi Zone Office. The address is Mohalla Kaulichak, Ward No. 15, Nagar Parishad Masaurhi.
Surprisingly, digital signature of Murari Chauhan, the revenue officer of Masaurhi zonal office, is also present on this certificate. It is impossible to have a digital signature without the dongle of the revenue officer, which raises the question as to who misused his dongle and how.
Officials suspect that someone may have gained unauthorised access to the government portal or manipulated it from within. It remains unclear whether the dongle was misused intentionally or compromised by someone close to the system.
Dog Babu’s Certificate number linked to Delhi resident
When the certificate number (BRCCO2025/15933581) was verified by the authorities, it was found that it was linked to genuine documents of a woman from Delhi, in which her Aadhaar card and documents related to her husband were uploaded. This clearly means that someone has tampered with the documents.
Administration to take strict action
Circle Officer Prabhat Ranjan has called it a serious case of tampering with government documents. He has assured that the misuse of the revenue officer’s dongle will be investigated. Action will be taken against the RTPS and revenue employees involved in this and an FIR will be registered. Orders have been given with immediate effect to take strict action against those found guilty.
“It will be probed as to how the dongle of the revenue officer was misused. An investigation has already been ordered and further action will be taken against those involved,” he told the media.
The incident has raised serious questions on the state’s administrative system with netizens alleging negligence in the government system in Bihar.
