External Affairs Minister S. Jaishankar recently engaged with Bhutan’s Foreign Minister Lyonpo DN Dhungyel in Bumthang, marking a significant step in enhancing India-Bhutan relations. The meeting took place on September 16, 2026, during Jaishankar’s official visit to the country, scheduled from September 16 to 17. The discussions revolved around various aspects of cooperation, including development, energy, trade, and cultural exchanges.

Expressing gratitude for his Bhutanese counterpart’s hospitality, Jaishankar emphasised the underlying trust and goodwill that characterise the bilateral ties. He highlighted the importance of partnerships that extend beyond mere governance, stating that such discussions serve to reinforce mutual interests and objectives.

In a social media post, Jaishankar noted their meeting was an occasion to review various collaborative efforts. His comments reflected an overarching commitment to advancing multifaceted engagement in many vital areas, indicating a robust foundation for future interactions.

Launch of Major Infrastructure Projects

Following their discussions, Jaishankar joined Foreign Minister Dhungyel to inaugurate several key infrastructure initiatives aimed at bolstering the relationship between India and Bhutan. Among these was the groundbreaking ceremony for the 500 KW Lunana Hydropower Project, which is anticipated to enhance the energy capabilities of northern Bhutan.

Jaishankar proudly referred to this development as a significant milestone in their long-standing energy partnership, which traces back to the establishment of Bhutan’s first hydroelectric plant, Jungshina, in Thimphu in 1967. The new project aims to provide power to Bhutan’s last unelectrified settlements, thereby improving the quality of life for numerous residents.

In addition to energy projects, the officials inaugurated the Gyaltsuen Jetsun Pema Mother & Child Hospital in Mongar, a facility designed to improve maternal and child healthcare services in eastern Bhutan. This development aims to provide specialised medical services, ensuring better health outcomes for mothers and children in the region.

Strengthening Regional Connectivity

Jaishankar’s visit also included the inauguration of substantial transit infrastructure, aimed at enhancing trade and travel between India and Bhutan. One notable achievement was the opening of the 80-metre long Jaganathan Bridge in Samdrup Jongkhar. Constructed by Project Dantak, this bridge is set to improve connectivity between the eastern regions of Trashigang and Samdrup Jongkhar.

These infrastructural developments are expected to facilitate smoother transportation and trade activities, thereby stimulating economic growth and collaboration. Jaishankar’s remarks on the importance of connectivity highlighted a commitment to improving logistics and services for both nations.

Upon arriving in Paro earlier in the day, Jaishankar expressed eagerness to engage in activities that further the historic ties between India and Bhutan. His warm reception included a meeting with Foreign Minister Dhungyel, setting a positive tone for high-level exchanges scheduled during his visit.

As part of the itinerary, Jaishankar is anticipated to hold bilateral discussions with key Bhutanese officials, including an audience with King Jigme Khesar Namgyel Wangchuck and a meeting with Prime Minister Tshering Tobgay. This visit underlines the ongoing importance India places on its ‘Neighbourhood First’ policy.
