The Punjab State Women Commission has initiated suo motu action in response to two recent protests at Lovely Professional University (LPU) and Chitkara University. The commission is requesting detailed reports from local district and police administrations regarding these incidents. They are particularly interested in the safety and security protocols established for students on both campuses.

Students at Chitkara University recently organised protests centred around unverified reports alleging that two female students had died by suicide on campus. Concurrently, LPU witnessed students protesting and blocking a national highway, alleging that an outsider had raped a female student within university premises. Chairperson of the Punjab State Women Commission, Raj Lali Gill, highlighted the importance of these incidents in her statement.

In a post on the platform X, Gill stated that the commission has requested comprehensive clarifications on these matters. This includes copies of the first information reports (FIRs) and a thorough overview of the existing safety measures for students at both universities. She emphasised that student safety remains the primary concern, and that accountability and transparency are essential in addressing these issues.

Investigation and Safety Measures at LPU

The Punjab State Women Commission communicated its concerns to the Deputy Commissioner of Police and the Senior Superintendent of Police in Kapurthala. The correspondence highlighted media reports regarding the protest at LPU. It mentioned that an FIR had already been filed based on student complaints, and that a Special Investigation Team (SIT) had been established to look into the allegations.

The commission has demanded that a senior officer conduct an inquiry into the situation and submit a report by September 30. Additionally, they have requested a copy of the FIR as well as information regarding the composition of the SIT, along with updates on the progress of the investigation thus far. Their inquiry also extends to security measures in place at the girls’ hostels.

These include details about CCTV surveillance and the presence of security personnel. Moreover, the commission tasked the university administration with compiling a report on any complaints received concerning female student safety, alongside actions undertaken in response. They have stressed the necessity of ensuring that the victim does not face any intimidation or pressure during the ongoing investigation.

Response to Chitkara University Incident

In relation to the Chitkara University incidents, the commission has requested information from local police concerning any complaints received about missing students, injuries, or other troubling occurrences connected to the university. Specifically, they are seeking a copy of any such complaint, along with detailed actions taken by law enforcement.

The commission is additionally keen to understand what measures the university administration has implemented concerning the security concerns expressed by students. These measures should include steps taken to ensure the safety of female students and prevent similar incidents from arising in the future.

As the Punjab State Women Commission undertakes this review, it aims to examine both incidents comprehensively. The focus remains on evaluating existing safety protocols and understanding the administrative responses from both institutions concerning student welfare.
