PM Modi to Visit Manipur for First Time Since Ethnic Violence

The CSR Journal Magazine

After more than two years since the outbreak of deadly ethnic violence in Manipur, Prime Minister Narendra Modi will visit the state on September 13. This will be his first trip since unrest between Meitei and Kuki-Zo communities erupted in May 2023, which led to over 200 deaths and left many displaced.

CM Goel Confirms PM’s Visit

Chief Secretary Puneet Kumar Goel confirmed the pm will first arrive in Churachandpur, travelling from Aizawl in Mizoram, around 12:30 pm. From there, he will meet internally displaced people and lay foundation stones for several projects worth more than Rs 7,300 crore. Later, he will move to Imphal to inaugurate additional works valued at Rs 1,200 crore and address a public gathering.

Goel described the visit as a step toward “peace, normalcy and growth in the state.” He asked residents to welcome the Prime Minister and participate in the events across Manipur.

Tight Security in Churachandpur Ahead of PM’s Visit

In Churachandpur among the areas most severely hit by the violence security has been reinforced heavily. Officials say central and state forces are deployed around major venues, routes have been barricaded, and special patrols set up, especially around the Kangla Fort in Imphal and the Peace Ground in Churachandpur.

Political leaders, however, have reacted with criticism. Rahul Gandhi said, “Manipur in trouble for long and PM Modi’s visit to that state now is no ‘big deal’; main issue is ‘vote chori’.” Keisham Meghachandra of Congress called the trip “merely symbolic,” arguing that suffering displaced people expected a clear roadmap for justice, rehabilitation and peace.

Manipur Still Under President’s Rule, Ethnic Divide Persists

These events unfold against a backdrop of over two years under President’s Rule in Manipur, following sustained inter-community clashes. Thousands remain in relief camps, and the divide between valley districts (Meitei-majority) and hill districts (Kuki-Zo-majority) remains sharp.

The Prime Minister’s tour will also cover other northeastern states. Before Manipur, he will inaugurate several projects in Mizoram valued at around ₹9,000 crore. He will then move on to Assam for centenary events and major development announcements, followed by engagements in West Bengal and Bihar.
