PM Modi Proposes Ethical AI Framework at India AI Impact Summit 2026

The CSR Journal Magazine

Prime Minister Narendra Modi presented a detailed strategy for the ethical application of Artificial Intelligence during the Leaders’ Plenary at the India AI Impact Summit 2026 in New Delhi. He emphasized the potential dangers of unregulated AI, stating that without steadfast human values and oversight, the technology risks becoming detrimental. The Prime Minister stressed the importance of integrating human trust with technological advancement, asserting that this combination is crucial for achieving a meaningful global effect. He mentioned that India is dedicated to fostering a responsible, human-centric environment for AI on an international scale.

Three Key Recommendations for AI Development

During his address, Prime Minister Modi outlined three pivotal suggestions aimed at promoting ethical AI practices. The first suggestion focused on developing a data framework for training AI that respects national data sovereignty. Modi remarked, emphasizing a familiar saying in the AI sector: “garbage in, garbage out.” He explained that unless data is secure, well-balanced, and dependable, the outcomes generated by AI will lack trustworthiness. Therefore, establishing a global trusted data framework is essential for effective AI use.

Call for Transparency in AI

Transitioning to the technical aspects of AI development, Modi advocated for moving away from a “black box” methodology associated with obscure algorithms. He proposed a “glass box” approach that allows for transparency in AI decision-making processes, ensuring that safety protocols can be scrutinized and held accountable. This clarity, he argued, would foster more ethical business practices in the AI domain.

Addressing Potential Risks in AI

Referencing the “Paperclip Problem,” a notable thought experiment in AI ethics, Modi illustrated the risks of assigning narrow objectives to AI systems. He explained that such a system could exhaust available resources without moral consideration if it were solely programmed to produce paperclips. To mitigate such potential issues, he asserted the importance of embedding clear human values into AI’s core programming.

India’s Vision for Global Equity and Inclusivity

Prime Minister Modi expressed the necessity for AI to be a tool of inclusion and empowerment, rather than reducing individuals to mere data points. He emphasized India’s perspective of viewing AI not with fear but as a pathway to a promising future, contingent on transparent development practices. Addressing global leaders and industry stakeholders, he highlighted the need for an open approach to AI while retaining appropriate governance.

AI as an Engine for Innovation

The Prime Minister articulated how AI is set to improve global systems, making them more efficient and intelligent. He outlined the technology’s potential role in creating innovative job opportunities and serving as a catalyst for entrepreneurship. Contrasting India’s open perspective on AI with the more secretive stances of some other nations, Modi asserted that AI should be shared and its methodologies made accessible, allowing countless young innovators to enhance its capabilities.

India’s Commitment to AI Progress

PM Modi noted the existing dichotomy in global attitudes towards AI, with some viewing it skeptically while others embrace its possibilities. He firmly stated India’s commitment to harnessing the potential of AI, describing it as an opportunity rather than a threat. “In AI, India sees fortune; in AI, India sees a future,” he proclaimed, reiterating India’s proactive stance in adopting and shaping the future of technology.
