The Maharashtra government has introduced plans for the establishment of a dedicated Maha CSR Authority, which will be led by Chief Minister Devendra Fadnavis. This authority aims to streamline, monitor, and enhance the transparent allocation of Corporate Social Responsibility (CSR) funds throughout the state. Projects prioritised by the government, educational programmes, and the maintenance of existing CSR initiatives will be significant focus areas for the authority.

During a review meeting held at the Sahyadri State Guest House in Mumbai, Chief Minister Fadnavis instructed officials to prepare a formal proposal for this authority. This initiative is designed to unify various CSR projects presently managed independently by different government departments and organisations, facilitating a more coordinated approach.

Features of the Maha CSR Authority

The planned Maha CSR Authority will serve as a central platform to ensure effective coordination and utilisation of CSR resources. According to Fadnavis, the current state of CSR initiatives, which are often executed separately, creates a necessity for an integrated institutional framework. This framework is expected to facilitate connections between governmental priorities, corporate stakeholders, and non-governmental organisations.

The authority will be chaired by the Chief Minister, while its governing council will likely consist of senior officials from the government alongside representatives from various industries. One of the major features of this framework will be the establishment of a priority project bank housing high-quality projects that align with the government’s objectives in Maharashtra. These projects will then be made accessible to businesses and NGOs looking for pertinent areas for CSR investment.

Additionally, the authority is projected to assist small and medium-sized enterprises in identifying suitable CSR projects and partner organisations for effective implementation, ultimately directing corporate resources towards critical developmental initiatives endorsed by the government.

Focus on Education and Asset Maintenance

In a related proposal from the Higher and Technical Education Department, CSR funds could potentially be used to provide financial support, often referred to as “pocket money,” to approximately 12 lakh girl students enrolled in colleges throughout Maharashtra. This initiative aims to promote an “Earn While You Learn” ethos, demonstrating a coordinated approach to funding educational programmes and student support.

However, specific details regarding financial allocations per student, total funding requirements, the companies involved, and the timeline for implementation have yet to be disclosed.

Moreover, Chief Minister Fadnavis has highlighted the necessity for addressing maintenance issues regarding infrastructure developed through CSR funding. He pointed out that many projects tend to fall into disrepair after a few years since funding is primarily allocated for construction rather than long-term upkeep. The proposed Maha CSR Authority will therefore be tasked with considering the sustainability of CSR-funded assets beyond their initial creation, integrating lifecycle planning and maintenance costs into the selection process.

Engagement with the Maharashtrian Diaspora

Furthermore, Chief Minister Fadnavis has proposed exploring a “Diaspora Connect” model to engage expatriates from Maharashtra and others in India in various social development initiatives. This model would need to adhere to existing laws regulating CSR funding, donations, and international contributions, depending on the nature of the funding sources.

If formally established, the Maha CSR Authority could emerge as a pivotal mechanism for identifying relevant projects, connecting businesses with development goals, and ensuring effective monitoring of project implementation. The authority’s success will hinge on its governance framework, transparency protocols, processes for selecting projects, the public disclosure of funds and outcomes, and maintaining compliance with the Companies Act and relevant CSR regulations.
