Digital Census 2027 To Enable Faster Data Release, Self-Enumeration To Begin April 1

India’s Census 2027 is set to become the country’s first fully digital population count, with authorities expecting a significant portion of the datasets to be released within the same year due to faster data processing.

Registrar General and Census Commissioner Mritunjay Kumar Narayan said that unlike previous exercises, where data was collected on paper and digitised later, the upcoming census will capture information digitally from the outset, reducing delays in compilation.

Digital Push To Speed Up Data

“Earlier, census data was first collected on paper and then digitised, making compilation time-consuming. Digital collection will ensure datasets are available much faster,” Narayan said.

He urged citizens to participate actively and provide accurate information, stressing that census data plays a crucial role in shaping government policies and socio-economic programmes.

Data collection for Census 2027 will be carried out using a mobile application, while a dedicated web portal will be used to monitor operations and facilitate self-enumeration. A web-based mapping system will also be used for block creation.

Self-Enumeration To Be Introduced

In a first, the census will allow citizens to self-enumerate through an online portal equipped with tooltips and FAQs to guide users.

The houselisting operations (HLO) phase will begin on April 1 across eight states and Union Territories, including areas under the NDMC and cantonment zones in Delhi. Other states and UTs, except West Bengal, have scheduled their HLO phases between April and September.

The initial 15 days of the 45-day HLO period will be dedicated exclusively to self-enumeration. This will be followed by a 30-day period during which over 30 lakh enumerators will conduct field visits.

Population Enumeration And Caste Data

The houselisting phase will be followed by population enumeration in February 2027, with March 1, 2027, set as the reference date, except for certain snow-bound regions.

During this phase, detailed individual data – including religion, fertility, migration and socio-economic indicators – will be collected. Notably, caste data will also be recorded for the first time since 1931, although the specific questions are yet to be finalised.

Narayan said multiple suggestions are being considered on how to capture caste data, with final questions to be notified later.

Data Privacy And NPR Clarification

The Registrar General emphasised that all individual-level data collected during the census will remain strictly confidential under the Census Act.

“It cannot be shared with any government agency, accessed under RTI, or produced in court. Only aggregated statistical data will be used,” he said.

He also clarified that the National Population Register (NPR) update has been delinked from Census 2027 and is not connected to any ongoing electoral roll revision exercises.

Officials said the shift to a digital-first approach marks a significant transformation in how India conducts its decennial census, with expectations of improved efficiency, accuracy and timeliness in data dissemination.
