The planned protest by Pakistan Tehreek-e-Insaf (PTI) in Islamabad has been postponed from September 30 to October 4, an adjustment that may significantly raise security costs for the federal government. This decision follows the incarceration of former Prime Minister Imran Khan, whose party had originally arranged the protest to demand his release. The additional week will necessitate an extended security presence, which is expected to affect the financial implications for the authorities.

As indicated by reports from police sources, the anticipated costs for measures to counter the protest could double, exceeding PKR 1 billion. Security preparations were already underway prior to the postponement, leading to the deployment of hundreds of shipping containers to impede access to strategic areas in Islamabad.

Financial Implications of Extended Security Measures

Following the announcement of the PTI’s protest, the Islamabad police requested PKR 820 million for security arrangements. This amount is intended to cover expenses such as the lease of shipping containers, accommodation, and daily meals for personnel arriving from various provinces. The initial calculations were based on a one-week duration, assuming that the protest would conclude by October 4; however, the new timetable indicates that costs could escalate substantially.

According to sources, the daily rent for 1,550 containers amounts to PKR 46.5 million, translating to PKR 325.5 million for one week, and nearly PKR 651 million for two weeks if the protest is delayed further. Additionally, the Islamabad police had sought assistance from 16,000 officers from the Punjab Police and 2,000 from the Sindh Police. So far, only the contingent from Sindh has arrived in the capital to provide support.

The operational costs of feeding these personnel have also been considerable, with expenses of PKR 600 per individual, leading to total meal costs for the Sindh Police contingent alone of approximately PKR 1.2 million daily.

Logistical Challenges and Additional Arrangements

The Punjab Police were expected to deploy their officers by the evening of September 25 to commence preparations, but reports indicated no arrivals from Punjab by the end of that day. In an effort to facilitate movement, police organised a fleet of vehicles, including coasters and double-cabins, for personnel transport. The daily hire costs for these vehicles add another layer of financial responsibility for the authorities, with expenses amounting to PKR 1.35 million per day in vehicle rentals alone.

Accommodations for police officers have also been arranged across various hotels, with significant costs associated with securing rooms for officers of various ranks. The ongoing situation continues to generate additional expenses that are expected to accumulate as the protest date looms closer.

Currently, Islamabad authorities are detaining around 2,700 vehicles connected to the protest, along with their crews. While the crews are not formally arrested, they are unable to leave police stations, pending a decision on their situation. The logistics involving these vehicles are further complicating the operational challenges faced by law enforcement.

Public Restrictions and Overall Impact

In light of the situation, Pakistani authorities imposed a temporary ban on public gatherings in Islamabad, enforcing Section 144 of the Criminal Procedure Code. This regulation restricts the congregation of five or more individuals across the federal capital, affecting notable areas such as the high-security Red Zone. The continued postponement of the PTI protest is likely to prolong high-security measures and elevate public spending.

As the situation evolves, PTI may consider future postponements, making it increasingly challenging for the government to maintain its security operations at the current scale.
