Centre Approves Rs 1,789-Crore ITMS Project to Address Delhi’s Traffic Issues

The Centre has announced a significant investment of ₹1,789.52 crore towards an Intelligent Traffic Management System (ITMS) aimed at alleviating the traffic challenges in Delhi. This new initiative is set to be implemented by the Delhi Police across 42 designated corridors in a phased approach. As the capital’s vehicle count has surged to approximately 71 lakh, the existing road infrastructure has been unable to keep pace, prompting the need for an advanced traffic management model.

Currently, traffic management in Delhi relies heavily on static signal timings and manual oversight, which has proven insufficient given the rapid growth of vehicles on the roads. The ITMS is designed to transition towards a more adaptive system that responds effectively to real-time traffic conditions, optimising the use of the available infrastructure.

Objectives and Features of the ITMS

The primary goal of the ITMS is to improve the efficiency of traffic management in Delhi by integrating various technological advancements. Key functionalities of this system will include adaptive traffic signals that can adjust based on the actual traffic flow, thereby reducing delays and unnecessary stops.

Additionally, the ITMS will prioritise emergency vehicles, enabling quicker passage for ambulances and other first responders through congested routes. It will also enhance the ability of the Delhi Police to detect and respond to traffic incidents in real time, allowing for quicker diversions to alleviate congestion.

The introduction of Variable Message Signs and utilising digital platforms will provide commuters with updated information on traffic conditions, potential diversions, and available parking. Furthermore, the automated enforcement mechanisms will improve compliance with traffic regulations by enhancing the detection of violations, including speeding, illegal parking, and the use of mobile phones while driving.

Infrastructure and Implementation Details

The ITMS project will establish Traffic Command and Control Centres as its backbone for monitoring and managing traffic. These centres will be supported by a secure Data Centre and Disaster Recovery infrastructure, utilising open standards and APIs to ensure future scalability and compatibility with other traffic systems.

In total, the project will encompass 1,092 locations equipped with Adaptive Traffic Control Systems and 1,029 locations dedicated to enforcement activities. The implementation will be performance-driven, meaning that each subsequent phase will only commence once the previous phase has successfully met the established testing and performance standards.

The Delhi Police will be responsible for executing the ITMS, having appointed a Master System Integrator through a competitive bidding process. The Centre for Development of Advanced Computing (C-DAC) has been selected as the Project Management Consultant, tasked with oversight, validation, and support throughout both the implementation and operational phases of the project.

Impact on Delhi’s Commuters

The government anticipates that the ITMS will greatly enhance the current traffic management initiatives by employing real-time data to improve the existing roadways. Expected outcomes include smoother traffic flow, reinforced road safety measures, and quicker incident response times, all contributing to a better commuting experience.

By moving away from a reliance on fixed signal cycles and manual intervention, the ITMS aims to create a more responsive traffic management environment that adjusts according to actual road conditions. This shift is part of a wider strategy to modernise traffic control in Delhi, and it signifies the government’s commitment to addressing the growing congestion in the capital.
