Bangladesh Expresses Hope for Resolution of River Water-Sharing Issues with India

Bangladesh has expressed a positive outlook regarding the resolution of its water-sharing issues with India, aiming to achieve this through dialogue and diplomacy. Humaiun Kobir, the state minister for foreign affairs of Bangladesh, conveyed this sentiment on October 5 during a seminar in Dhaka. He stated that the discussions would hopefully lead to a satisfactory outcome, bolstered by the principles of international law that govern water-sharing agreements.

Kobir elaborated on the importance of engaging in constructive discussions, emphasising that Bangladesh intends to seek agreements that serve the nation’s best interests. He noted that addressing water-sharing issues is not merely a bilateral concern but is also supported by the voice of the Bangladeshi people, who are keen on pursuing effective negotiations.

There are 54 rivers shared between Bangladesh and India, with the Ganges River being the only one governed by a formal water-sharing treaty, established 30 years ago. This agreement is set to expire in December 2026, creating a pressing need for either a renewal or the establishment of a new treaty.

Commitment to Cooperative Relations from India

On October 4, India reaffirmed its commitment to fostering stable and cooperative relationships with Bangladesh. During a press briefing, Randhir Jaiswal, the spokesperson for the Ministry of External Affairs, highlighted that India’s diplomatic efforts are anchored in a constructive vision aimed at fostering mutual growth and regional development. This affirmation suggests that both countries are eager to engage productively on this matter.

Jaiswal stated that discussions with Bangladeshi authorities are focused on practical collaboration and shared economic advancement. India’s approach aims to promote initiatives that hold significance for the citizens of both nations, emphasising a people-centric model of engagement that benefits the wider community in both countries.

The spokesperson reiterated India’s strategic commitment to enhancing economic integration, infrastructural connectivity, and overall diplomatic stability in the region. This reflects a consistent focus on maintaining positive relations with Bangladesh amidst ongoing technical discussions related to shared water resources.

Ongoing Technical Discussions on the Ganga Water Treaty

In September, the Ministry of External Affairs indicated that technical discussions regarding the Ganga Water Treaty with Bangladesh are ongoing. These discussions occur within the framework established by the Joint River Commission, which is responsible for addressing matters pertaining to shared water resources.

Responding to queries about Bangladesh’s intent to seek a review of the existing agreement, Jaiswal clarified that the current mechanisms between the two nations allow for discussions concerning shared rivers. This framework ensures that both countries can collaboratively address any issues that arise over time.

As talks continue at a technical level, it is expected that the Ganga Water Treaty will be an integral part of the broader discussions between the two nations. The Joint River Commission plays a crucial role in facilitating these conversations, ensuring that both sides can articulate their needs and expectations concerning shared water resources effectively.
