Delhi Launches Comprehensive Action Plan to Combat Air Pollution

Delhi Chief Minister Rekha Gupta recently introduced the Air Pollution Mitigation Action Plan 2026, which focuses on eleven critical sectors in need of urgent intervention. This strategic initiative aims to address the prevalent air quality issues in the capital through rigorous enforcement measures, sustainable transport solutions, and effective dust management.

The announcement was made following a high-level review meeting held at Mukhyamantri Janseva Sadan. This plan signifies a shift from merely announcing broad policies to emphasising time-bound implementation of specific measures.

According to officials, the action plan builds on previous initiatives, particularly the government’s Green Budget 2026-27, concentrating on the primary sources of pollution like vehicle emissions, construction dust, industrial discharge, and biomass burning.

Key Measures in the Plan

The strategy encompasses eleven priority sectors, with clearly delineated responsibilities, timelines, and monitoring frameworks assigned to relevant departments. One major provision included is the enforcement of the ‘No PUC, No Fuel’ policy, which stipulates that vehicles lacking valid Pollution Under Control certificates will be subject to penalties, monitored via Automatic Number Plate Recognition cameras.

In another significant development, the government announced that from November 1, entry of goods vehicles into Delhi will be restricted to those conforming to BS-VI standards or that operate on CNG or electricity. This action aims to significantly reduce harmful emissions from the transportation sector.

During episodes of severe air pollution, officials indicated that the government might implement additional measures such as regulating non-essential traffic, staggered office hours, and facilitating work-from-home arrangements to minimise vehicular emissions.

Enhancements to Public Transport and Waste Management

The plan outlines ambitious improvements for public transportation, with ambitions to expand Delhi’s bus fleet to 13,760 buses by 2028-29, placing an emphasis on electric buses. In tandem, the installation of 32,000 electric vehicle charging stations across the city is set to commence in the upcoming four years.

To tackle road dust, the authorities will enhance the deployment of mechanical road sweepers, water sprinklers, anti-smog guns, and mist systems. These operations will be closely monitored through GPS tracking and a centralised dashboard to ensure adherence and effectiveness.

As part of the waste management strategy, the government has established deadlines for the clearance of legacy landfill sites in Delhi. The Okhla site is scheduled for completion by July 2026, while the Bhalswa and Ghazipur sites are to be cleared by December 2026 and December 2027, respectively.

The initiative also includes a target for planting 7 million trees, shrubs, and bamboo in the year 2026-27, with a longer-term objective of exceeding 10 million plantings. Additionally, ‘Vayu Rakshak’ teams at the ward level, a Green War Room, and an Integrated Command and Control Centre will be established to support and monitor the implementation of this comprehensive action plan.

Government’s Commitment and Future Measures

Chief Minister Gupta stated that the government will adopt a zero-tolerance policy towards violations related to pollution control. To ensure compliance, industrial units have been instructed to install online emission monitoring systems, with non-compliant units facing closure and further legal repercussions.

The Delhi government aims to significantly improve air quality through this multifaceted approach, which includes cooperation from various stakeholders and the community. The plan is designed to create a cleaner, healthier environment for the city’s residents and is expected to yield measurable results over the coming years.

As the action plan is implemented, officials will continue to assess its effectiveness and make necessary adjustments to address the ongoing air pollution challenges facing the capital.
