Minister of State for Defence Sanjay Seth Launches IOS SAGAR from Mumbai

The launch of the Indian Ocean Ship (IOS) SAGAR marks a pivotal enhancement in India’s dedication to regional maritime security and international partnerships. On February 1, 2025, the Offshore Patrol Vessel INS Sunayna departed from Mumbai, with a crew comprising naval personnel from India and representatives from sixteen maritime forces of Friendly Foreign Countries (FFCs). Sanjay Seth, the Minister of State for Defence, officiated the event alongside Admiral Dinesh K Tripathi, the Chief of Naval Staff.

During his speech, Minister Seth articulated that the IOS SAGAR initiative embodies India’s vision of ‘leadership through partnership, strength through unity, and progress through peace.’ He underscored the recent return of INSV Kaundinya from Oman as symbolic of the deepening maritime cooperation between India and Oman, while emphasizing that IOS SAGAR 2026 continues this ethos of collaborative engagement.

Citing Prime Minister Narendra Modi, Seth stressed the importance of a free, open, and inclusive Indo-Pacific, which is beneficial to all nations. He reaffirmed India’s commitment to the Neighbourhood First policy and the Vision MAHASAGAR—Mutual and Holistic Advancement for Security and Growth Across Regions, highlighting that IOS SAGAR is a practical application of this vision, fostering cooperative training and collective preparedness among partner nations.

Operational Plans and Training Initiatives

The mission commenced its Harbour Phase from March 16 to 29, which focused on professional exchanges and training for the personnel involved. Following this stage, the Sea Phase will take place from April 2 to May 20, 2026, involving operational deployments across the South-Eastern Indian Ocean Region. During this time, IOS SAGAR is scheduled to make port visits to several locations, including Colombo, Phuket, Jakarta, Singapore, Chittagong, Yangon, Male, and will conclude in Kochi, India.

The crew will undergo rigorous training in various essential fields such as seamanship, navigation, communication procedures, maritime safety, firefighting, and damage control. This training is designed to enhance their operational readiness and decision-making capabilities in increasingly complex maritime environments.

Admiral Dinesh K Tripathi addressed the evolving nature of maritime challenges, which includes illegal, unreported, and unregulated fishing, piracy, narco-trafficking, and competition over vital resources. He highlighted the necessity of collaborative efforts to maintain a safe and secure Indian Ocean. Admiral Tripathi remarked that the collaboration among sixteen like-minded maritime nations for a shared purpose through IOS SAGAR is both rare and significant.

Presence of Dignitaries at the Flag-Off Ceremony

The flag-off ceremony for IOS SAGAR was attended by several key figures, including Vice Admiral Krishna Swaminathan, who is the Flag Officer Commanding-in-Chief of the Western Naval Command, along with various dignitaries from the missions of the participating countries. Their presence underscores the importance and international significance of this maritime initiative.

As a part of enhancing regional security and promoting international cooperation, IOS SAGAR represents a substantial step forward in India’s maritime strategy. By fostering partnerships through training and operational engagement, India aims to strengthen its role in the Indian Ocean region.
