Census 2027 Kicks Off Today; India To Undertake First Fully Digital Enumeration

The first phase of Census 2027 officially begins today, representing the largest census initiative globally. This will be India’s 16th census and the eighth conducted since achieving independence. For the first time in history, the exercise will be carried out digitally, allowing for modern methodologies to enhance data collection accuracy.

Self-Enumeration Introduced

In a significant development, individuals will have the option of self-enumeration. The reference date for this census is set for midnight on March 1, 2027. However, for the Union Territory of Ladakh and certain non-synchronized areas of Jammu and Kashmir, as well as the states of Uttarakhand and Himachal Pradesh, the reference date will be October 1, 2026.

Two Phases of Census 2027

Census 2027 will be conducted in two distinct phases. Phase I involves the House Listing and Housing Census (HLO), which will occur over six months from April to September 2026. During this phase, which allows for a self-enumeration period of 15 days before the house-to-house listing, details about housing conditions, available amenities, and household assets will be gathered. The specific questions related to Phase I were announced in January 2026.

Phase II Focused on Population Enumeration

The second phase, known as Population Enumeration (PE), will take place in February 2027. For the Union Territory of Ladakh and specific regions in Jammu and Kashmir, along with Uttarakhand and Himachal Pradesh, Phase II is scheduled for September 2026. In this phase, an enumeration of castes will also be included as decided by the Central Government. Data collected during Phase II will encompass demographic, socio-economic, educational, migration, and fertility aspects for each individual.

State-wise Houselisting Schedules Released

The government has published a state-wise timetable for the House Listing and Housing Census. For instance, the Andaman and Nicobar Islands, Delhi, Goa, and several other regions will conduct Houselisting from April 16 to May 15, allowing for a self-enumeration period from April 1 to April 15. States such as Madhya Pradesh, Andhra Pradesh, and Chandigarh will initiate their houselisting from May 1 to May 30, with a self-enumeration phase taking place from April 16 to April 30.

Financial Commitment to Census 2027

The Union Government has allocated Rs 11,718.24 crore for the successful execution of Census 2027. According to an official announcement, enumerators will collect and submit information directly using a mobile application on smartphones. Additionally, an online self-enumeration portal will be available during both phases of the census, supporting 16 languages, including Hindi and English.
