The West Bengal government on Tuesday launched a dedicated disaster response unit named ‘Arjun Bahini’, aimed at tackling natural and infrastructural emergencies across the state. Chief Minister Suvendu Adhikari formally introduced the 200-member force, stating that it would be gradually expanded and equipped with advanced technology on the lines of the National Disaster Response Force (NDRF).

In its initial phase, 100 personnel have been deployed in Kolkata, while 50 members each will be stationed in Darjeeling (hills) and the Sundarbans. The government also plans to extend the force’s presence to key tourist destinations, including Digha, Mandarmani, Mukutmanipur, Tarapith, and the Terai-Dooars region.

The force comprises young recruits up to 40 years of age along with retired soldiers from the State Sainik Board. Members are designated as ‘Veer’, while team leaders are titled ‘Veer Nayak’.

Pay, benefits, and insurance cover

‘Veers’ will receive a monthly honorarium of Rs 25,000, while ‘Veer Nayaks’ will be paid Rs 40,000, both with an annual increment of 3 percent. In terms of safety, personnel are covered by insurance of Rs 10 lakh in case of death or severe injury during operations, and Rs 5 lakh for permanent disability.

Priority in recruitment will be given to the first batch of Agniveer scheme inductees (joining from January 2027) and retired personnel from police, fire, forest, and disaster management departments. The government is also working towards reserving around 20 percent of positions for such candidates in disciplined forces.

Lessons from past disasters

Referring to past crises such as tree clearance challenges during the Cyclone Amphan and infrastructure failures like the Majherhat flyover collapse, the Chief Minister emphasized the need for a dedicated and well-equipped response team. She attributed several past accidents to systemic lapses, including poor planning and lack of structural checks.

Members of the Arjun Bahini recently rescued around 20 individuals alive following a building collapse in Taratala, showcasing the force’s operational readiness even in its early phase.

Focus on modern equipment and funding

The Chief Minister stated that sufficient financial support has been received from the Centre and would be used to procure modern equipment and vehicles. She also assured that the safety and welfare of rescue personnel and their families would be prioritised.

On concerns raised about recent natural disasters in Nepal and their possible impact on Darjeeling, the government confirmed that a proposal submitted by MP Raju Bista has been forwarded to the Chief Secretary. A joint survey by the Centre and the state will assess the geological stability of the hills, with findings to be made public soon.

The Chief Minister directed all relevant agencies—including Civil Defence, NDRF, SDRF, State Police, Army, paramilitary forces, Fire Department, and municipal bodies—to function in close coordination for effective disaster management.
