Uttarakhand Government Secures Approval for Rishikesh Bypass Project

The Ministry of Road Transport and Highways (MoRTH) has approved the construction of a four-lane bypass in Rishikesh, following ongoing efforts by Uttarakhand Chief Minister Pushkar Singh Dhami. The project has been financially sanctioned with an allocation of Rs 1105.79 crore. This long-awaited infrastructure initiative is set to be developed along National Highway-7, extending from Teenpani Flyover (kilometer 529.750) to Kharasrote Bridge (kilometer 542.420). The bypass will span approximately 12.670 kilometers and includes provisions to pass through the villages of Bhattowala and Dhalwala. Execution will take place under the Engineering, Procurement, and Construction (EPC) model.

Chief Minister Dhami expressed his approval of the government’s efforts to enhance road connectivity in the region. He emphasized that upon its completion, the Rishikesh Bypass will substantially lessen traffic congestion, alleviate frequent traffic jams, and facilitate significant ease for local residents and both pilgrims participating in the Char Dham Yatra and tourists visiting the area. The project is viewed as a pivotal advancement towards the comprehensive development of Uttarakhand.

Financial Adjustments and Timeline

Initially, the estimated cost of the project was set at Rs 1151.18 crore, which underwent revisions to Rs 1139.40 crore, before receiving final approval at Rs 1105.79 crore. The timeline for completion is projected at three years, with assurances of no cost or time escalations. The process for awarding contracts will utilize e-tendering, and all activities will comply with established guidelines.

The financial outlay for this project will be sourced from the Government of India’s budgetary provisions for the fiscal year 2025-26. The Regional Officer based in Dehradun has been appointed as the Drawing and Disbursing Officer (DDO) responsible for overseeing the project.

Once the Rishikesh Bypass is operational, it is anticipated to greatly enhance traffic management in the Rishikesh area, leading to reduced congestion. This development is also expected to provide a substantial boost to the economic growth and tourism industry within Uttarakhand.
