Union Budget 2026: A Step Towards Developed India, Says Piyush Goyal

The CSR Journal Magazine

Piyush Goyal, the Union Minister for Commerce and Industry, emphasized that the Union Budget for 2026-27 establishes a robust foundation for India’s ambition of becoming a developed nation by 2047. In a press conference held in Mumbai, Goyal characterized the budget as a comprehensive framework aimed at driving economic growth, enhancing infrastructure, and fostering inclusive development. He underscored that the budget demonstrates a unified dedication to the transformation of the country.

Key Themes of the Budget

In referencing Prime Minister Narendra Modi’s statements made during the launch of ‘Seva Teerth,’ Goyal mentioned the Prime Minister’s exhortation to overcome a colonial mindset and prioritize national duties. He asserted that the budget, as presented by Finance Minister Nirmala Sitharaman, is a testament to giving ‘new wings’ to a developed India. He brought attention to Modi’s philosophy of ‘Nagrik Devo Bhava,’ emphasizing the significance of duty in relation to national development.

Focused on Economic Growth and Infrastructure

The Minister outlined that the foremost theme of the budget revolves around economic growth anchored in self-reliance. He stated that strategies to bolster national strength and self-sufficiency are central tenets of the budget. A noteworthy allocation of ₹12.21 lakh crore has been designated exclusively for infrastructure development, a move expected to enhance self-reliance and decrease logistics costs across the nation. Goyal articulated that every rupee invested in infrastructure generates a multiplier effect of 3 to 3.5 times, stimulating economic advancement. He assured that the focus spans beyond urban metro areas, extending to Tier-2 and Tier-3 cities to ensure balanced regional growth.

Support for MSMEs and Startups

The second pillar of the budget focuses on addressing the aspirations of the nation’s 1.4 billion citizens, particularly through the enhancement of micro, small, and medium enterprises (MSMEs) as well as the startup ecosystem. Goyal announced the establishment of a ₹10,000 crore growth fund designated for MSMEs, alongside enhancements to the Credit Guarantee Scheme. He highlighted the potential of startups as job creators that solve national challenges rather than simply seeking employment. Goyal remarked on the government’s strategy to foster large data centers in India, aimed at attracting foreign investment and generating employment opportunities.

Renewable Energy and Data Hubs

As part of this initiative, he noted that these data centers, which will provide cloud services internationally, are expected to contribute to foreign exchange earnings through the export of services. These facilities will also operate on renewable energy, promoting green investments. Goyal pointed out that Mumbai and Navi Mumbai are becoming critical hubs for data centers, bolstered by the arrival of subsea cables. The budget allocation for Maharashtra has risen to approximately ₹1 lakh crore, planning significant investments in railways and port-related infrastructure, including the establishment of new chemical and textile parks.

Inclusivity and Multi-Dimensional Impact

The third pillar of the budget aligns with the vision of ‘Sabka Saath, Sabka Vikas,’ striving to benefit all citizens from diverse backgrounds, including those from urban and rural areas, as well as marginalized communities. Goyal stressed that labor-intensive sectors are being fostered to accelerate exports and create job opportunities. He described the budget as possessing a multi-dimensional impact, echoing the Prime Minister’s vision of ensuring that single initiatives yield multiple benefits, thereby accelerating India’s progress toward becoming a developed nation by 2047.
