UN Raises Concern Over Mass Detentions Amid Delhi Protests

The United Nations human rights office has expressed concern regarding the mass detentions associated with large protests that occurred in Delhi. The organisation urged Indian authorities to respect the right to peaceful assembly and to release those who have been held without justification. Reports indicate that hundreds of individuals were detained as security forces intervened to prevent a planned demonstration by the Gen Z-led Cockroach Janta Party from advancing to Jantar Mantar in central Delhi.

The protest aimed to advocate for electoral reforms and demanded the resignation of Chief Election Commissioner Gyanesh Kumar, amid allegations of voter list manipulation. However, both the Election Commission and the Bharatiya Janata Party have denied any such accusations.

The UN human rights spokesperson, Thameen Al-Kheetan, released a statement highlighting concerns over the reported mass detentions of demonstrators, protest leaders, and others, including lawyers and journalists, during the protests in Delhi. The statement emphasised the importance of respecting the right to peaceful assembly and indicated that any restrictions placed on such protests should adhere to strict standards of necessity and proportionality.

Alongside this call, Al-Kheetan urged law enforcement to exercise utmost restraint when dealing with peaceful protesters in accordance with India’s democratic principles and human rights commitments. He further asserted that all individuals held arbitrarily should be released immediately and unconditionally, encouraging the authorities to engage in constructive dialogue to resolve the widespread concerns expressed by the public.

Political Reactions and Context

The Cockroach Janta Party intended to conduct its demonstration at Jantar Mantar, but the Delhi Police denied permission for the gathering. Heavy security measures and roadblocks hindered the majority of protesters from reaching their destination. According to the CJP, its founder Abhijeet Dipke and two other leaders, Saurav Das and Ashutosh Ranka, were taken into custody shortly after arriving in Delhi from Mumbai. Delhi Police have not released any public comments regarding these detentions.

The CJP and various opposition parties have accused Chief Election Commissioner Kumar of biased practices favouring the BJP during the updates to electoral rolls. The Election Commission has clarified that its nationwide revision, termed the Special Intensive Revision, is a standard procedure aimed at eliminating the names of deceased, duplicate, or ineligible voters. The Commission has refuted allegations of political interference, despite claims from many individuals in different states that their names have been improperly removed.

The Cockroach Janta Party, which is a satirical movement initiated in May, emerged in response to a statement by India’s Chief Justice that likened unemployed youth to ‘cockroaches’. The movement gained traction and evolved into a significant protest force over the summer, demanding reforms in education and the resignation of Education Minister Dharmendra Pradhan. After Pradhan’s resignation in July, the CJP has returned with renewed demands for electoral reforms and the ousting of Gyanesh Kumar.

Government and Political Party Responses

The BJP has condemned the protests that took place on Saturday, alleging that opposition groups, including those led by Congress leader Rahul Gandhi and Aam Aadmi Party leader Arvind Kejriwal, are attempting to destabilise the country. BJP president Nitin Nabin claimed that these groups are advancing their political agendas under the influence of foreign powers.

He further accused them of dismissing the democratic mandate of the people and striving to create unrest, while asserting that Indian democracy is resilient enough to withstand such challenges. The situation has positioned Delhi at the epicentre of a political confrontation involving allegations surrounding the detentions and voter list revision, while the UN continues to advocate for restraint and dialogue in addressing these issues.
