During his address, Trump criticized former President Joe Biden regarding the influx of undocumented immigrants into the country. He stated, “Many, if not most, illegal aliens do not speak English and cannot read even the most basic road signs.” He emphasized the importance of enacting ‘Dalilah’s Law,’ which would prevent states from granting commercial driver’s licenses to undocumented individuals.

The incident in question involved Partap Singh, who was operating an 18-wheeler through a construction zone when he failed to stop, resulting in a tragic crash that left five-year-old Dalilah critically injured.

According to the Department of Homeland Security, Singh entered the United States illegally through the southern border in October 2022 and was initially released under the Biden administration’s policies. He was later apprehended by Immigration and Customs Enforcement (ICE) in August 2025 and is currently undergoing deportation proceedings.

Dalilah’s Recovery Process

Following the accident, Dalilah spent three weeks in a coma and received six months of medical treatment, including a craniectomy. Reports indicate that she lived without part of her skull for four months during her recovery. Her family noted the challenges she faced post-accident, revealing that she is unable to eat orally and has experienced significant physical challenges.

Dalilah sustained multiple serious injuries, including a broken femur and several skull fractures. Medical professionals have since diagnosed her with diplegic cerebral palsy and global developmental delay, conditions that will necessitate ongoing therapeutic interventions throughout her life. Now seven years old, she attended Trump’s State of the Union address, where the president made the announcement regarding the proposed legislation named in her honor.

Trump’s proposal serves as a reflection of the administration’s commitment to stricter immigration enforcement and highlights ongoing debates regarding undocumented immigrants and road safety.
