Sonam Wangchuk, an innovator and environmentalist, has set a one-year deadline for the Narendra Modi-led central government to address the long-standing political demands of Ladakh. In a recent interview with India Today, Wangchuk expressed his expectation that the government will present and pass a Ladakh bill during the upcoming winter session of Parliament.

He envisages this as a crucial step towards establishing an elected assembly and a local government in the Union Territory. Wangchuk emphasised the significance of political autonomy for Ladakh, asserting that the core issue lies in who ultimately governs the region. He stated that major administrative decisions have been made without the involvement of an elected assembly, which he believes undermines local governance.

He argued that the formation of a people’s assembly should precede such decisions, asserting, “Our people’s assembly has to be supreme.” Although he initially pushed for immediate statehood, Wangchuk tempered his demands, suggesting that a more gradual approach would be acceptable.

He indicated a willingness to accept a “tailor-made democratic set-up” for the time being, recognising that Ladakh is not yet financially self-reliant enough to sustain full statehood. He mentioned that the region could use the next few years to strengthen its economy before pursuing statehood more aggressively.

Criticism of Liquor Policy in Ladakh

Wangchuk has voiced serious concerns regarding the reported plans to open new liquor shops in Ladakh. Given the increasing incidents of drug abuse among the youth, he finds the introduction of alcohol counterproductive to addressing this issue. He stated, “To bring liquor as an answer to the drug problem is undigestible,” arguing that it would exacerbate existing challenges rather than resolve them.

He further compared the alcohol initiative in Ladakh to policies observed in Tibet, suggesting that it may serve as a tactic to distract the youth from critical issues. Wangchuk stated that a disengaged younger population might be less likely to question government policies. His concerns spotlight the potential implications of such actions on social order and governance in the region.

Wangchuk participated in the recent protests at Jantar Mantar, where he joined the Cockroach Janta Party’s movement for educational reforms. He commented on the role of public dissent in a democratic society, arguing that protests are a sign of healthy engagement rather than a threat to governmental authority.

Environmental Concerns in the Himalayan Region

Transitioning from political concerns, Wangchuk turned his attention to the environmental challenges in the Himalayan region. He reflected on recent disasters in Nepal, underlining the urgent need for India to confront its environmental vulnerabilities. Wangchuk stated that the country is already in a ‘disaster zone’ and cannot afford to delay significant actions regarding ecological sustainability.

Highlighting India’s position on global environmental scales, he expressed disappointment over the government’s approach, considering the nation situated in some of the most environmentally sensitive areas on Earth. Wangchuk articulated that the Himalayas are not only crucial to local inhabitants but also sustain a quarter of the world’s population.

He stressed the interconnectedness of environmental health and societal well-being, noting that degradation in the mountains could lead to widespread consequences. Wangchuk believes that the urgency of India’s environmental choices necessitates immediate and conscientious decision-making regarding development, sustainability, and resilience.
