Serious Differences Persist Between US and China Despite Recent Summit

Serious divides remain between the United States and China, even after the recent summit in Washington between Chinese President Xi Jinping and US President Donald Trump. Republican Senator Steve Daines, an important Trump ally and facilitator of communication between the two nations, emphasised that various concerns existed prior to Xi’s visit and continue to be pertinent. He noted that ongoing dialogue is crucial as the nations strive to address their unresolved issues.

The topics at hand include significant disagreements over critical minerals and Taiwan. The White House has indicated that discussions regarding supply chain challenges associated with rare earth materials will continue. Both leaders are expected to meet again next month, followed by another gathering in December, highlighting their commitment to maintain engagement amidst these tensions.

During an interview with the South China Morning Post, Daines reinforced the necessity of dialogue, stating that both sides acknowledge substantial differences. He remarked, “The answer is not to retreat. The answer is to stay engaged,” advocating for continued communication as a pathway to manage the complexities in their bilateral relationship.

Critical Minerals and Trade Concerns

Another focal point of the discussions relates to the economic implications of rare earth elements, which are vital for a wide range of products, from consumer electronics to military applications. US Ambassador to China, David Perdue, recently accused Beijing of allegedly ‘weaponising’ its position in critical minerals during an interview on Fox News. This statement underscores the ongoing friction between the two economic superpowers concerning trade and resource control.

A fact sheet released by the White House following the summit indicated that both countries would remain dedicated to addressing the concerns surrounding the supply chain for rare earths and other critical materials. The mutual goal is to ensure that shipments return to their appropriate levels, allowing both nations to navigate the complexities of their economic relationship collaboratively.

Furthermore, during the meeting, both leaders announced a two-month extension to the trade truce initially established in October 2025 in Busan, South Korea. This agreement includes China’s obligation to augment its critical metals supplies to the US, reflecting an effort to promote stability amid ongoing tensions. China currently dominates the global rare earth market, accounting for approximately 70 per cent of mining and nearly 90 per cent of processing activities.

Taiwan: A Major Point of Contentiousness

Taiwan continues to be a significant issue contributing to the discord between Washington and Beijing. Daines addressed concerns related to the uncertainty surrounding US arms sales to Taiwan. He mentioned that Trump could provide clarity on this matter, remarking that it is “going to be an ongoing topic” that will not fade from diplomatic discussions.

Before Trump’s visit to Beijing in May, the White House had put on hold a $14 billion arms package for Taiwan, which included advanced air and missile defence systems. An earlier $11 billion arms sale, announced in December, had also elicited strong backlash from Beijing. During the recent summit, Xi reportedly urged Trump to take a clear stance against Taiwanese independence, illustrating the persistent friction related to the status of the island.

Looking ahead, Trump and Xi are slated to meet again during the APEC conference in Shenzhen next month, followed by another engagement at the Group of Twenty summit in Miami in December. As these upcoming meetings approach, Daines indicated that he is maintaining close communication with various stakeholders and may plan further discussions in the future. Nevertheless, he reiterated that substantial differences remain unresolved between the two countries.
