Philippines ICT Chief Seeks Closer Ties with India to Address Global Technology Divide

Henry Rhoel Aguda, the Secretary of Information and Communications Technology of the Philippines, expressed a keen interest in fostering stronger technological and bilateral relations with India. Speaking at the India AI Impact Summit 2026, held at Bharat Mandapam in New Delhi, Aguda pointed to the historical and cultural connections between the two countries as a basis for deeper cooperation. He referred to the Philippines’ strategic geographic location, highlighting its potential to serve as a “window to the west,” facilitating a connection between Asia and the Western world.

Cultural Bonds and Shared Celebrations

Aguda highlighted the sizeable Indian diaspora in the Philippines, noting that Indians constitute the third-largest ethnic group in the country. He remarked on the cultural ties that already exist, mentioning shared celebrations and the influence of Indian cuisine in the Philippines. “We celebrate your festivals, and we want to establish even closer ties with India,” he stated, underscoring the existing goodwill between the nations.

Insights from the India AI Impact Summit 2026

The Secretary’s comments came during the India AI Impact Summit 2026, taking place from February 16 to February 20. The summit has gathered leaders from various sectors, including government officials, industry experts, and academics, to discuss advancements in artificial intelligence on a global scale. This event is recognized as the first global AI summit to be hosted in the Global South. It aims to address the transformative potential of AI, aligning it with India’s vision of “Sarvajana Hitaya, Sarvajana Sukhaya” or welfare and happiness for all.

Global Participation and Collaborative Goals

The summit has drawn participation from over 110 nations and 30 international organizations, including around 20 heads of state and approximately 45 ministers. The goal of this gathering is to strengthen international collaboration on AI governance, ensuring its safety and societal impacts. Guided by three foundational principles—People, Planet, and Progress—the summit emphasizes the importance of human-centric AI that protects rights, fosters equitable benefits, and promotes environmentally sustainable technological advancements.

As discussions progress at the India AI Impact Summit, there is a palpable focus on the need for cooperation in addressing the challenges and opportunities presented by AI.
