Odisha Governor Launches Census 2027 Self-Enumeration, Encourages Public Involvement

On April 1, Dr. Hari Babu Kambhampati, the Governor of Odisha, officially initiated the self-enumeration process for Census 2027 by submitting his personal household details online at Lok Bhavan. During the launch ceremony, he urged the residents of Odisha to actively engage in this significant national initiative, which will be conducted digitally for the first time in the country. The event was attended by Nikhil Pawan Kalyan, Director of Census Operations for Odisha, and Chanchal Rana, Commissioner of the Bhubaneswar Municipal Corporation.

Governor’s Appeal for Community Engagement

While addressing the attendees, Governor Kambhampati expressed his greetings to the people of Odisha at the start of the Census process. He emphasized his role as the first citizen of the state by completing his own self-enumeration and called upon every household to follow suit. The Governor highlighted the importance of participation in establishing an accurate representation of communities, stating that this national endeavour is essential for effective planning and development. He invited everyone to collaborate in making the Census inclusive and precise.

Overview of Census 2027 Phases

The first phase of Census 2027 will commence immediately, focusing on the house listing and housing census (HLO), which is set to run from April to September 2026. For the first time, individuals can submit their information through a dedicated self-enumeration portal. This initial phase will gather data related to housing conditions, household amenities, and available assets. Following this, the second phase, known as Population Enumeration (PE), is scheduled for February 2027 and will delve into demographic, socio-economic, educational, migration, and fertility details along with caste enumeration.

Scheduled Dates for House Listing Across States

The timeline for house listing varies by state. The Andaman and Nicobar Islands, Delhi, Goa, Karnataka, Lakshadweep, Mizoram, Odisha, and Sikkim will undertake the house listing from April 16 to May 15, with the self-enumeration period open from April 1 to April 15. Other states, such as Madhya Pradesh, Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh, and Haryana, will initiate their house listing from May 1 to May 30, with self-enumeration occurring from April 16 to April 30.

Financial Allocation and Technological Advancements

The Union Government has earmarked Rs 11,718.24 crore for the Census 2027 project, which will utilize digital technology, accessible via a mobile application available in 16 different languages, including Hindi and English. This Census will mark India’s 16th national survey and the eighth since independence, expected to be one of the largest data collection exercises globally, aimed at providing essential information for governance, policy development, and socio-economic initiatives throughout the nation.
