The National Scheduled Tribes Finance and Development Corporation (NSTFDC) and Hindustan Petroleum Corporation Limited (HPCL) have formally signed a Memorandum of Understanding (MoU) aimed at establishing integrated Computer Lab-cum-Smart Classroom facilities in 29 Eklavya Model Residential Schools (EMRS) located across 11 districts in Rajasthan. The Ministry of Tribal Affairs provided this information on September 16, 2026. This initiative is anticipated to significantly enhance educational resources for Scheduled Tribe students in the region.

The agreement was signed in the presence of various senior officials from the Ministry, including Ranjana Chopra, Secretary of the Ministry of Tribal Affairs, T Roumuan Paite, Joint Secretary, MoTA and CMD of NSTFDC, and Ganesh Nagarajan, Deputy Secretary, MoTA. The delegation from HPCL included notable representatives such as Director (HR) K.S. Shetty and several others who play crucial roles in community development and corporate social responsibility.

The total budget for this project amounts to Rs 16.01 crore, which has reportedly been approved by the HPCL Board. The implementation of the project is expected to be completed within six months from the date of MoU signing, paving the way for improved educational infrastructure.

Features of the Smart Classrooms and Computer Labs

Each of the 29 schools involved in the project will benefit from four smart classrooms. These classrooms will be equipped with 86-inch interactive flat panels and pre-loaded licensed software. The facilities will also include curated open educational resources and audio-visual tools such as speakers and webcams, enhancing the learning experience for students.

A fully networked computer laboratory will be established in each school, featuring desktop computers with an uninterruptible power supply (UPS) backup, structured local area network (LAN) connectivity, multi-function printers, and necessary furniture. Air-conditioning, electrical refurbishment, and safety systems will also be incorporated, ensuring a conducive learning environment.

Additionally, each school will receive ten tablets pre-loaded with coaching material targeted at competitive examinations, as well as internet connectivity that includes wiring, installation, and a one-year subscription service. These resources aim to bolster the academic performance of students, many of whom are first-generation digital learners.

Alignment with Educational Policy and Expected Impact

This initiative aligns closely with the National Education Policy 2020, which calls for the integration of technology within educational systems, ensuring digital literacy and computational skills, particularly among socio-economically disadvantaged groups and tribal children. By promoting such initiatives, the project aims to create an equitable learning environment for all students.

The project is also in line with the common theme of “Innovative Livelihood Enhancement” as defined by the Department of Public Enterprises for Corporate Social Responsibility (CSR) activities during the fiscal years 2026-27 and 2027-28. This theme aims to drive sustainable development through collaborative efforts.

During the signing ceremony, Secretary Ranjana Chopra emphasised the critical role of education in shaping the future of tribal communities. She acknowledged that EMRS are integral in guiding tribal students towards avenues for higher education and expanded career opportunities. The partnership with HPCL is viewed as a vital step toward enhancing access to technology and educational resources for the youth in these communities.
