Maharashtra FDA Uncovers Organised Milk Adulteration Network

The Maharashtra Food and Drug Administration (FDA) has successfully uncovered a sophisticated milk adulteration network operating in Pune district. This investigation was part of a broader initiative aimed at combatting the adulteration of milk and dairy products. It began in the Manchar area after authorities received confidential information about the illicit use of substances to create synthetic or adulterated milk.

On July 4, a collaborative team comprising FDA officials and the Pune Rural Police’s Local Crime Branch conducted a raid at Ms Navkar Distributors situated in Bhoramala, Avasari Khurd, within Ambegaon taluka. During this operation, officials discovered an array of unapproved ingredients, including various types of whey powder, detergent, emulsifiers, and additional suspected substances intended for milk adulteration.

Authorities collected and seized samples and stock from brands such as Sonai, Mlekpol, Prabhat Dairy, Milky Mist, Paras, and Govardhan. Following these developments, a case—Crime No. 2152026—was officially registered at Manchar Police Station.

Details of Adulteration Techniques Revealed

During the investigation, the primary accused provided insights into the methods employed for milk adulteration. The FDA reported that certain ingredients were strategically used to enhance milk’s properties. For example, skimmed milk powder was utilised to artificially increase solids-not-fat (SNF), while whey powder contributed to protein enrichment.

The use of edible oils was intended to raise the fat content of the milk. Additionally, emulsifiers and detergent were mixed in to combine various components effectively. Following this revelation, the inquiry expanded to include suppliers and stockists of these adulterants, as well as facilities involved in milk collection and chilling.

A critical breakthrough in the investigation occurred when an emulsifier sample was analysed, revealing the presence of Nonylphenol Ethoxylate. This chemical was also detected in multiple milk samples obtained during the inquiry.

Findings from Subsequent Inspections

The FDA laboratory produced a report on September 28, confirming that all six milk samples tested positive for detergent contamination. Additionally, a supplementary report identified the presence of Alphox-200 Ethoxylate, linked to Nonylphenol Ethoxylate, in all samples examined. The analysis also indicated lower levels of fat and SNF than legal standards permit.

Expanding its probe, the FDA is investigating the entire milk processing chain linked to this adulterated supply. Notably, the FDA has identified a direct connection between the contaminated milk and Ms Indapur Dairy and Milk Products Ltd, also known as Sonai Dairy, located in Gokhali, Indapur. The supply chain has been traced back to various suppliers, collection centres, and processing facilities.

In a continuation of its crackdown, the FDA has registered two additional cases in Malshiras. To date, the operation has successfully led to the destruction of 16,730 litres of contaminated milk, valued at approximately Rs 6.69 lakh. The FDA remains committed to identifying all individuals and entities involved in this extensive adulteration network, focusing on manufacturers of adulterating substances and the broader supply chain of milk processing and distribution.
