The CSR Journal Magazine

External Affairs Minister S. Jaishankar stated that India and Africa share a long-term partnership that should focus on collective efforts regarding supply chain resilience, strategic autonomy, and cooperation within the Global South. His comments came during his visit to Ghana, which is the first leg of a tour that will also include Cote d’Ivoire and Ethiopia.

During his stay in Ghana, Jaishankar engaged with local leaders to discuss potential collaborations in various fields. The conversations covered trade, investment, development, pharmaceuticals, defence, technology, and enhancing people-to-people links. In posts shared on social media after his discussions, he reaffirmed India’s commitment to fostering a future-focused partnership with the African continent.

As part of his itinerary, Jaishankar met with Ghana’s Foreign Minister Sam Okudzeto Ablakwa, where discussions included enhancing multilateral cooperation and deepening India’s relationships with both the African Union and ECOWAS. Ghana plays a crucial role as a founding member of The Economic Community of West African States (ECOWAS), which is dedicated to promoting economic and political integration in West Africa.

Strengthening Bilateral Relations

Minister Ablakwa remarked on the significant elevation of Ghana-India relations to a Comprehensive Partnership during Indian Prime Minister Narendra Modi’s state visit in July 2025. This visit marked the first by an Indian Prime Minister to Ghana in three decades. During this trip, two significant memoranda of understanding were signed in the presence of both foreign ministers.

One agreement was established between the Zoological Survey of India and the University of Ghana, focusing on academic collaboration and capacity building. The second agreement was between the Indian Council of Agricultural Research and the CSIR-Crops Research Institute in Ghana, aimed at advancing agricultural research and education.

Jaishankar also held discussions with Ghana’s President John Dramani Mahama, conveying greetings from President Droupadi Murmu and Prime Minister Modi. They reviewed the progress of India-Ghana relations following Modi’s visit and expressed appreciation for Mahama’s vision regarding Ghana’s development, particularly in enhancing the Comprehensive Partnership across multiple sectors.

Future Cooperation and Development Agenda

In his address at the Foreign Service Institute, Jaishankar highlighted India’s advancements in sectors such as economy, infrastructure, and digital technology, emphasising India’s role as a significant engine for global growth. He stated the need for diplomacy to manage competitive relationships without escalating tensions, promoting collaboration even amid differing interests.

He pointed out that national security is closely tied to supply chain resilience, technological capabilities, and the capacity to produce essential goods. Jaishankar articulated India’s commitment to self-sufficiency in key areas while seeking to promote cooperation across other fields.

Additionally, he discussed the importance of digital systems, indicating that India is prepared to share its experiences with African nations. He also touched on the necessity of transforming the youthful populations of both regions into productive, skilled individuals, while addressing the need for robust supply chains related to crucial resources.

Jaishankar reiterated India’s focus on strategic autonomy in foreign policy, asserting that partnerships should broaden options rather than limit them. He expressed India’s dedication to amplifying the voice of the Global South, referencing the inclusion of the African Union in the G20 during India’s recent presidency.

In closing remarks, Jaishankar expressed a long-term commitment to building a partnership with Africa, one that is intended to endure for generations. India’s involvement with African nations encompasses trade, investment, and collaborative efforts across various sectors, positioning Africa as an essential partner and a vital advocate for the Global South.
