India Positioned To Become Key Global Rice Supplier Amid Declining Production

India is poised to reinforce its role as a major rice supplier, as the global rice production is projected to decline by 9 per cent, while demand is anticipated to increase by 14 per cent. This statement was made by Dev Garg, the National Vice President of the Indian Rice Exporters Federation (IREF), during an interview.

Despite challenges such as diminished production, escalating fuel costs, and fertiliser shortages linked to the El Niño weather phenomenon and geopolitical tensions, India allegedly holds sufficient rice stocks to cater to the anticipated global demand. Garg emphasised that India’s capability to supply rice positions the country advantageously on the world stage.

India’s rice output last year reached approximately 151 million metric tons, making it the largest rice producer globally, surpassing China. Furthermore, India topped the list of rice exporters with about 22 million metric tons sent abroad, reaffirming its critical role in the international rice market.

Current Stock Situation and Production Estimates

According to Garg, India has a surplus of roughly 270 lakh metric tons beyond its buffer stocks, which amounts to about 5 million metric tons more than its total rice exports. He remarked that even with the current export volume, the surplus remains significantly substantial, standing at around 27 million tons.

Initially, India’s rice production estimates were set at approximately 156 million metric tons. However, this estimate has been revised downward to between 146 and 147 million metric tons due to the influence of El Niño and related adversities. Nevertheless, Garg stated that India will maintain a sizeable surplus this year, likely exceeding 40 million metric tons—almost double the annual exports.

Several key rice-producing nations currently face considerable pressure on their production capabilities. Countries such as Vietnam are reportedly increasing imports of rice from India, while Thailand and Pakistan are grappling with their production challenges. Garg underscored that this situation presents a “golden opportunity” for India’s agricultural sector to broaden its reach in international markets.

Challenges Facing Global Rice Trade

Alongside the promising consumption outlook for Indian rice, rising fuel and fertiliser costs pose significant hurdles for the global rice trade. Garg highlighted that while the Kharif crop has reached the harvest stage, production estimates of 146 million metric tons account for the current constraints, including El Niño, fuel shortages, and rising fertiliser prices.

Transportation costs for rice have also surged sharply, with marine fuel prices escalating from approximately $400-500 to around $1,300-1,400. This increase has impacted sea transport costs, subsequently driving up consumer prices in importing nations. Garg remarked that global wholesale rice prices have risen by 15 per cent within the last four months, and further price pressures are expected as production continues to dwindle.

As more than 60 countries globally rely on Indian rice for their domestic needs, higher prices may compel these nations to allocate a larger budget for food imports. Despite these prevailing challenges, Garg affirmed that India is unlikely to experience a rice shortage. He expressed hope for India to capitalise on this situation and strengthen its strategic position in the international market.

According to Garg, the anticipated rise in global demand combined with reduced production in other major rice-producing countries could create substantial opportunities for Indian farmers and exporters to expand their influence in the global market.
