Fadnavis Pursues Maximum NDRF Support for Drought-Affected Maharashtra

Maharashtra Chief Minister Devendra Fadnavis recently met with Union Home Minister Amit Shah in New Delhi to discuss the severe drought conditions affecting the state. During this meeting, Fadnavis advocated for extensive assistance from the National Disaster Response Fund (NDRF). He communicated to Shah the government’s ongoing initiatives aimed at addressing the plight of the drought-affected regions.

Drought Conditions Across the State

Currently, drought has been declared in over 265 talukas out of the 358 in Maharashtra, which accounts for approximately three-fourths of the total talukas in the state. Following a period of deficient and erratic monsoon rainfall, the Maharashtra government announced several relief measures for the affected areas. Fadnavis noted that the severity of the conditions warranted a request for maximum support from the NDRF.

In response to Fadnavis’s request, Amit Shah reassured him that the central government would provide robust support to Maharashtra. Shah revealed that a Central government assessment team would be deployed to the state from October 8 to 11 to evaluate the situation firsthand. This visit is part of the Centre’s commitment to standing firmly behind the state during this challenging time.

An inter-ministerial team has already been formed by the Centre to perform a detailed assessment of the drought situation. This team, led by Agriculture Department Joint Secretary Muktanand Agrawal, consists of representatives from various Central departments and agencies. Their primary objective is to gauge crop damage and water scarcity, and to assess the overall impact of the drought on the affected regions.

Efforts to Evaluate the Drought’s Impact

The team’s findings will be submitted to the Centre to aid in deliberations regarding relief and rehabilitation measures, including potential disbursements from disaster response funds. The situation is critical, with significant concerns surrounding crop losses and water scarcity in the affected talukas.

In September, the Maharashtra government officially declared a drought in these 265 talukas, which has since triggered a series of planned relief initiatives. The government is actively engaged in conducting crop-damage assessments, while simultaneously consulting the central authorities for assistance based on the changing severity and conditions in the region.

Fadnavis remarked that even some areas not originally included in the drought declaration could be eligible for relief, owing to the adverse effects of erratic rainfall and dry spells on local agriculture. These areas had not met the initial Trigger-1 criteria stipulated by the Drought Management Code of 2016, but could still be considered for support given the pressing conditions.

Future Actions and Support for Farmers

The forthcoming assessment by the Central team is expected to play a pivotal role in determining the level of assistance required for Maharashtra. The Central government aims to facilitate decisions on the necessary relief measures for farmers and other individuals impacted by the drought.

By undertaking this comprehensive evaluation, both the state and the Central government are taking vital steps to mitigate the fallout from the current crisis. Ensuring that timely assistance reaches the affected populations is crucial as Maharashtra navigates this challenging period.
