External Affairs Minister S. Jaishankar will be visiting Bhutan on September 16-17 at the invitation of Lyonpo DN Dhungyel, the country’s Minister of Foreign Affairs and External Trade. This visit is intended to facilitate high-level discussions between the two nations. The Ministry of External Affairs in India confirmed this official visit, highlighting its importance in strengthening ties between India and Bhutan.

During his stay, Jaishankar plans to hold bilateral talks with his Bhutanese counterpart, focusing on shared interests and cooperation between the two countries. In addition to discussions with government officials, he is expected to meet His Majesty King Jigme Khesar Namgyel Wangchuck and Prime Minister Tshering Tobgay, further emphasising the significance of this diplomatic engagement.

This visit outlines the ongoing tradition of regular high-level exchanges that characterise India-Bhutan relations. It aligns with India’s ‘Neighbourhood First’ policy, which prioritises the development of strong ties with neighbouring countries.

Recent Bilateral Cooperation Initiatives

Prior to Jaishankar’s visit, a high-level bilateral meeting regarding trans-border river cooperation was held in New Delhi in August. This meeting involved a Bhutanese delegation led by Lyonpo Gem Tshering, the Minister for Energy & Natural Resources, and an Indian delegation headed by Union Jal Shakti Minister CR Paatil. They discussed ongoing collaboration in water resources management, particularly concerning trans-border river management.

Key topics of discussion included flood forecasting and management, hydrological data sharing, and the progress of the Punatsangchhu-I Hydroelectric Project. This project, implemented in partnership with India, has seen constructive dialogues regarding ways to expedite its progress. The two delegations expressed commitment to sustainable water resource management and enhancing bilateral cooperation through technical collaboration.

Further discussions also extended to the enhancement of Bhutan’s hydro-meteorological network. This endeavour aims to improve the mechanisms for sharing hydrological data concerning transboundary rivers, highlighting the mutual trust and engagement between the two countries.

Strengthening Energy Sector Collaboration

In addition to water resources, the energy sector remains a focus for India and Bhutan. Union Minister of Power and Housing & Urban Affairs Manohar Lal recently met with Lyonpo Gem Tshering to review the ongoing cooperation in this sector. Their discussions reaffirmed the special partnership that has developed over time, which serves as a cornerstone of the bilateral relationship between India and Bhutan.

The two Ministers evaluated progress in existing projects and considered future opportunities for enhancing collaboration in the energy sector. This high-level engagement not only reflects the depth of India-Bhutan relations but also underscores a commitment to co-developing energy resources that benefit both nations.

The close ties between India and Bhutan are evident in these ongoing dialogues and projects. As they work towards strengthening their cooperation, both nations are expected to continue pursuing shared goals in various sectors, including energy and water management.
