DGCA Revamps Air Ticket Refund Regulations with New 48-Hour Cancellation Policy

The Directorate General of Civil Aviation (DGCA) of India has announced revisions to its air ticket refund policies, designed to streamline the process for passengers. The updated rules allow travelers to cancel or modify airline tickets at no extra cost within a 48-hour window following their booking. Airlines are now required to process refunds within 14 working days and will not impose fees for simple name corrections if such errors are reported within 24 hours of the ticket being purchased. These modifications are a response to concerns raised by travelers, particularly highlighted during the operational disruptions experienced by IndiGo flights in December of the previous year.

New Regulations for Ticket Cancellation and Amendments

Passengers can now cancel or modify their tickets without incurring additional fees if the request is made within 48 hours of the initial purchase. This applies specifically to reservations made directly with the airlines and is subject to certain conditions. This grace period enables travelers to reassess their plans without financial penalty. In cases of spelling errors or similar mistakes in name entries, airlines are obliged to correct such discrepancies without charging, provided the corrections are made within 24 hours after the booking. This is applicable only to tickets purchased on the airlines’ official websites and serves to minimize unwarranted charges for minor errors.

Responsibility for Refunds on Third-Party Bookings

For tickets booked through travel agents or third-party platforms, the responsibility for processing refunds has now shifted to the airlines themselves. They must ensure that refunds are issued within 14 working days, a significant enhancement from previous regulations aimed at addressing prolonged delays often experienced during refund processes. This change is expected to alleviate complications faced by passengers who frequently encounter difficulties recouping their funds after cancellations.

Provisions for Medical Emergencies

Adjustments have also been introduced regarding cancellations attributed to medical emergencies, although specific details have not been outlined in the DGCA’s public announcement. These amendments are intended to provide greater flexibility for passengers who may need to cancel their plans due to health-related issues. The emphasis is on notifying passengers about their rights and options under such circumstances.

Addressing Passenger Concerns About Refunds

Numerous passengers have reported delays and uncertainties surrounding refund processes, particularly for tickets booked well in advance or through agents. The newly implemented regulations place the onus of the refund process on the airlines rather than travel agencies, which is designed to prevent passengers from being passed among various entities while attempting to reclaim their funds. This update follows a notable increase in complaints regarding untimely refunds, particularly during the IndiGo flight outages experienced in December of last year, which brought widespread attention to the issue.
