Delhi Chief Minister Rekha Gupta confirmed on Monday that the Delhi government is working on a new Road Asset Management System (RAMS). This initiative aims to enhance road maintenance across the city while tackling issues related to rising traffic levels, air pollution, and waterlogging. The project is being developed in partnership with expert organisations, exemplifying a move towards a more systematic approach to road infrastructure.

Collaborative Efforts for Advanced Road Maintenance

The development of RAMS includes a Memorandum of Agreement (MoA) signed with the Central Road Research Institute (CSIR-CRRI) and the School of Planning and Architecture (SPA). Gupta remarked that road maintenance in Delhi would evolve from traditional techniques to a more scientific and data-driven model. This marks the first time the city is implementing such a comprehensive system, aimed specifically at improving road planning and upkeep.

According to the chief minister, the RAMS will create a digital register of roads, conduct regular assessments of their condition, and facilitate maintenance and repair initiatives based on identified priorities. With urbanisation continuing at a rapid pace, this innovative system is vital in ensuring that infrastructure keeps pace with rising demand.

A primary goal of the initiative is to transform Delhi into a model for dust-free roads. This will involve developing scientific green belts alongside roadways, promoting local plant species, enhancing rainwater harvesting capabilities, and improving stormwater drainage systems. Such actions are expected to contribute significantly to making the city’s roads greener and more environmentally sustainable.

Addressing Challenges of Urbanisation

Gupta also emphasised the need to mitigate waterlogging concerns through improved road gradients and an upgraded stormwater drainage framework. These enhancements are critical given the city’s challenges with monsoon flooding and urban runoff. The emphasis on a modern, environmentally conscious approach aims to not only solve existing issues but also to equip Delhi for future challenges.

As part of the MoA, CSIR-CRRI will support the government in areas involving road engineering, pavement technology, road safety, and asset management. On the other hand, SPA will contribute its expertise in urban design, streetscape planning, public space development, urban landscaping, and green infrastructure. This collaborative approach is designed to ensure that all aspects of road development benefit from expert insights and a holistic perspective.

Delhi’s Public Works Department Minister Parvesh Sahib Singh characterised the agreement as a significant advancement in the capital’s road infrastructure, highlighting a commitment to modern and scientifically sound practices. Furthermore, Environment Minister Manjinder Singh Sirsa pointed out that large-scale initiatives are being pursued to combat dust pollution by planting local and environmentally appropriate tree species.
