Delhi Conman Arrested for Defrauding Women Constables of Lakhs

The CSR Journal Magazine

A 23-year-old man has been apprehended in Burari, Delhi, for allegedly deceiving female police constables out of substantial sums of money by masquerading as a wealthy businessman. The accused, identified as Vikrant Tomar, reportedly swindled Constable Shiwani, who is stationed at the Karol Bagh police station, out of approximately Rs 24 lakh. According to police reports, Tomar initially reached out to her via Instagram, claiming he sought guidance regarding recruitment in the Delhi Police under the sports quota.

Following their initial contact, the conversation shifted to WhatsApp, where Tomar cultivated a rapport with Shiwani, presenting himself as a prominent figure in the cricketing world. He allegedly persuaded her to invest her savings by promising lucrative returns. Acting on his assurances, she transferred funds from her Axis Bank account, secured a personal loan of Rs 12 lakh, and borrowed additional money from friends and acquaintances.

Of the total amount, investigators noted that around Rs 8 lakh was directed to bank accounts associated with the 1x.com betting platform, as instructed by Tomar. Furthermore, the complaint alleges that during a face-to-face meeting, Tomar inappropriately touched the constable with the intent to outrage her modesty, raising further concerns about his conduct.

Use of Rented Luxury Cars to Create an Illusion of Wealth

According to police sources, Tomar utilised Instagram to craft an image of affluence, sharing videos that showcased luxury vehicles and a lavish lifestyle. This online persona was reportedly instrumental in gaining the trust of women constables, allowing him to solicit money under various pretences. Investigators revealed that he rented high-end cars for eight-hour durations to impress these women, reinforcing his claims of being a successful businessman.

Tomar allegedly employed the same luxury vehicle to take multiple women out, thereby creating the illusion of a wealthy lifestyle. Authorities are currently examining whether he solicited funds from one woman under various guises, including expenses related to outings with another woman. The investigation has also uncovered that Tomar’s live-in partner is a woman constable within the Delhi Police, which may have provided him with insights into potential targets among her colleagues.

Reports indicate that around 20 women from the same batch may have been approached, although the precise number of victims and the total amount of money involved remains undetermined. Police are actively working to identify additional potential victims of Tomar’s alleged scheme.

Ongoing Investigations and Previous Cases

Authorities have disclosed that Tomar is already implicated in five separate cheating cases filed across various police stations in Delhi, including those at Mayapuri, Hari Nagar, Inderpuri, and the East District Cyber Police Station. He had been released on bail in June, prior to his latest arrest. Investigators are meticulously tracing the financial transactions linked to the 1x.com betting platform to ascertain how the funds were transferred and whether other individuals were complicit in the fraud.

The Central District Cyber Police are spearheading the investigation to uncover the full extent of the alleged fraudulent activities and to identify any additional victims. They are scrutinising complaints, bank transactions, and other financial records to ascertain the number of affected women and the total sum involved in the scheme. Furthermore, authorities are exploring whether anyone assisted Tomar in identifying targets or facilitating the financial transactions.

As the investigation unfolds, further details are anticipated, shedding light on the breadth of the alleged fraud and the methods employed by Tomar to deceive his victims.
