Congress MP Mallu Ravi Requests President Murmu’s Intervention in Caste-Based Purification Controversy

The CSR Journal Magazine

Congress Member of Parliament Mallu Ravi has formally requested President Droupadi Murmu to intervene in a controversy surrounding an alleged caste-based ‘purification’ ceremony, which reportedly took place following Congress president Mallikarjun Kharge’s recent visit to Haldwani. In his letter, dated September 2, 2026, Ravi expressed significant distress and a strong sense of constitutional duty regarding the incident.

Ravi’s account suggests that the controversial “purification” ceremony occurred after Kharge’s visit and that it has raised serious issues about caste discrimination and the deeply rooted practices of untouchability in society. He highlighted the inappropriate nature of the ceremony, particularly since Kharge, as a Dalit leader, holds a prominent position within the political framework of India.

The circumstances of this event reportedly trigger various constitutional concerns, as they challenge the tenets of equality, non-discrimination, and the abolition of untouchability outlined in Articles 14, 15, and 17 of the Indian Constitution. These articles affirm that every citizen is equal before the law and prohibit discrimination on any grounds, including caste.

Concerns Raised by Mallu Ravi

Mallu Ravi’s statement emphasises that this incident is not just an affront towards an individual leader but is indicative of broader societal issues concerning caste prejudice. He argued that it sends a “dangerous message,” highlighting the potential humiliation a public figure might experience due to their caste identity. The incident calls into question the respect afforded to leaders in public office and raises alarms regarding the degradation of constitutional rights.

Ravi, who is also a member of the Parliamentary Committee on the Welfare of Scheduled Castes and Scheduled Tribes, insists that it is his responsibility to raise the matter at the highest level, making it clear that his communication is driven by a sense of urgency regarding caste-based inequalities. He contends that the alleged behaviour contradicts the foundational principles established by Dr B.R. Ambedkar, the principal architect of the Indian Constitution.

Furthermore, Ravi has urged the President to conduct a thorough and impartial investigation into the incident, advocating for accountability for those allegedly involved in organising, supporting, or participating in the so-called purification ceremony. He underscored the necessity for appropriate actions to be taken should the inquiry corroborate claims of caste-based harassment or infringement upon rights as outlined in the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

Request for Action and Meeting with President

In his representation, Ravi not only called for a detailed inquiry but also sought to identify those responsible for the incident to ensure they face legal repercussions. He highlighted the need for precedents to prevent similar caste-related practices from occurring in public institutions. This call for action aims to uphold principles of justice, liberty, equality, and fraternity ingrained in the Constitution.

To reinforce the gravity of these concerns, Ravi also noted that members of Parliament from Scheduled Castes and Scheduled Tribes wish to collectively express their apprehensions before the President. He has requested an appointment with President Murmu on September 8, 2026, or on another date that suits her, signifying the urgency and seriousness of the issues at hand.

The events surrounding Kharge’s visit and the purported ceremony encapsulate ongoing challenges regarding caste dynamics in India, provoking responses from political leaders aimed at ensuring adherence to constitutional values and addressing systemic inequalities in society.
